How do international organizations change? Many organizations expand into new areas or abandon programmes of work. Advocacy and Change in International Organizations argues that they do so not only at the collective direction of member states. Advocacy is a crucial but overlooked source of change in international organizations. Different actors can advocate for change: national diplomats, international bureaucrats, external experts, or civil society activists. They can use one of three advocacy strategies: social pressure, persuasion, and 'authority talk'. The success of each strategy depends on the presence of favourable conditions related to characteristics of advocates, targets, issues, and context. Institutionalization of new issues in international organizations as a multi-stage process, often accompanied by contestation. This book demonstrates how the advocacy-focused framework explains the origins of three workstreams of contemporary UN peacekeeping operations: communication, protection, and reconstruction. The issue of strategic communications was promoted by UN officials through the strategy of persuasion. Protection of civilians emerged due to a partially successful social influence campaign by a coalition of elected Security Council members and a subsequent (and successful) persuasion efforts by Canada. Quick impact projects entered peacekeepers' practice as the result of 'authority talk' by an expert panel. The three issues illustrate the diversity of pathways to change in international organizations, representing the top-down, bottom-up, and outside-in pathways. Moreover, they have achieved different degrees of institutionalization in UN's policies, structures, and frameworks: protection of civilians is the most institutionalized, as evidenced by measures to hold peacekeepers accountable for non-implementation, while quick impact projects are the least institutionalized.

From the UN Department of Peacekeeping Operations to the NATO International Staff and the European External Action Service, international bureaucrats make decisions that affect life and death. In carrying out their functions, these officials not only facilitate the work of the member states, but also pursue their own distinct agendas. This book analyzes how states seek to control secretariats when it comes to military operations by international organizations. It introduces an innovative theoretical framework that identifies different types of control mechanisms. The book presents six empirical chapters on the UN, NATO, and EU secretariats. It provides new data from a unique dataset and in-depth interviews. It shows that member states employ a wide range of control mechanisms to reduce the potential loss of influence. They frequently forfeit the gains of delegation to avoid becoming dependent on the work of secretariats. Yet while states invest heavily in control, this book also argues that they cannot benefit from the services of secretariats and keep full control over outcomes in international organizations. In their delegation and control decisions, states face trade-offs and have to weigh different cost categories: the costs of policy, administrative capacity, and agency loss. This book will be of interest to scholars, postgraduates, and officials in international organizations and national governments, dealing with questions of international political economy, security studies, and military affairs.

Since the attacks of September 11, 2001 a complex web of international structures and rules for the fight against transnational terrorism has emerged. However, previous research disregarded the organizational basis of counterterrorism cooperation. Using the example of bureaucratic actors in the United Nations and the European Union, this study examines how and to what degree international counterterrorism bureaucracies exercise autonomy and perform distinct functions. International organizations like the United Nations, the International Monetary Fund, or the European Union are a defining feature of contemporary world politics. In recent years, many of them have also become heavily politicized. In this book, we examine how the norms and values that underpin the evaluations of international organizations have changed over the past 50 years. Looking at five organizations in depth, we observe two major trends. Taken together, both trends make the legitimation of international organizations more challenging today. First, people-based legitimacy standards are on the rise: international organizations are increasingly asked to demonstrate not only what they do for their member states, but also for the people living in these states. Second, procedural legitimacy standards gain ground: international organizations are increasingly evaluated not only based on what they accomplish, but also based on how they arrive at decisions, manage themselves, or coordinate with other organizations in the field. In sum, the study thus documents how the list of expectations international organizations need to fulfil to count as 'legitimate' has expanded over time. The sources of this expansion are manifold. Among others, they include the politicization of expanded international authority and the rise of non-state actors as new audiences from which international organizations seek legitimacy.
