It's estimated that 200 million people--roughly 3 percent of the world's population--live outside of their home countries. Some have been pushed out by political or ethnic persecution, war, or unemployment; others have been pulled away by the prospects of finding a better job, a good education, or a higher standard of living. What happens to the countries that either lose or gain significant numbers of these migratory people? Nations that receive migrants can find them a valuable source of labor, skills, and new ideas, especially in parts of the world that are experiencing population aging. Despite the potential benefits, there is often widespread resistance to migrants, and governments can face pressure totightly control the flow of newcomers. Alongside flows of trade and capital, the free movement of professionals, technical personnel, and students is seen as a key aspect of globalization. Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. Two unconnected but important recent academic and policy debates have focussed on the idea of the knowledge-based economy and the economic consequences of increasing international migration. This book challenges pre-conceived views on the debates and argues the need to understand that all migrants are potentially knowledge carriers and learners, and that they play an essential role in the globalization of knowledge transactions. Deconstructing the concept of knowledge, and demonstrating how tacit knowledge is in fact an amalgam of encultured and embrained/embodied forms of knowledge this book considers how international migration has profound consequences, analysed, first, in terms of the economic and immigration strategies of national and regional bodies.
