Humanitarian aid workers are faced with many challenges, from possible terrorist attacks to dealing with difficult stakeholders and securing operational space free from violence. To do their work properly and safely, they need effective intelligence. Humanitarian intelligence refers to the use of investigative and analytical techniques in service of rapid and continuous assessment, project and program development, impact evaluation, and learning. It focuses just as much on how to use early warning indicators to assess risks, evaluate trends, and write early warning analyses as it does provide guidance on the operational design of humanitarian relief efforts. Disaster management is a process or strategy that is implemented when any type of catastrophic event takes place. The process may be initiated when anything threatens to disrupt normal operations or puts the lives of human beings at risk. Governments on all levels as well as many businesses create some sort of disaster plan that make it possible to overcome the catastrophe and return to normal function as quickly as possible. Response to natural disasters (e.g., floods, earthquakes) or technological disaster (e.g., nuclear, chemical) is an extreme complex process that involves severe time pressure, various uncertainties, high non-linearity and many stakeholders. Disaster management often requires several autonomous agencies to collaboratively mitigate, prepare, respond, and recover from heterogeneous and dynamic sets of hazards to society. Existing studies and approaches within disaster management have mainly been focused on some specific type of disasters with certain agency oriented. Throughout the past 70 years, the alliance between the United States and Republic of Korea (ROK or South Korea) has persisted in a dynamic security environment in which South Korea emerged as a middle-power with robust crisis management capabilities. Conversely, the 1995 famine in the Democratic People's Republic of Korea (DPRK or North Korea) showcased the DPRK's inability to provide basic services; it was the first time the regime solicited international humanitarian assistance, thus allowing international organizations and nongovernmental organizations to operate in the country. International pressure on the Kim Regime remains central to these efforts. Acts of aggression, such as testing intercontinental ballistic missiles (ICBMs) in 2017, have resulted in the toughening of international sanctions. However, attempts to limit the regime's ability to proliferate nuclear weapons through sanctions have also hindered its ability to provide basic services, such as food and medical care to the DPRK's 25 million citizens. That being said, sanctions are only partly responsible for the deteriorating conditions within the country. The purpose of this project was to assess requirements for peacekeeping, humanitarian assistance, and disaster relief. The project was carried out in three phases. During Phase One, RAND was tasked to provide a comprehensive analytic description of events associated with peacekeeping, humanitarian assistance, and disaster relief. To accomplish this RAND developed a database called Force Access, that would be suitable to record and assess these events within the Department of Defense (DoD), Joint Staff (JS), and service staffs, especially the Army Staff. This database includes summary information for relevant operations conducted from 1990 through 1996, lists of units down to battalion/separate-company level for ground forces, and tables that link uniquely identified units to specific operations. provides a powerful combination of operational history and force structure within an easy-to-use relational database. Fully developed, it will offer a look into past operations and a useful tool for exploring the implications for force mix and force structure. An overview of Force Access is given as well as a technical description. In place of activities originally planned for Phase Two, the sponsor tasked RAND to produce a series of vignettes based on operations contained in the Force Access database. These vignettes are presented in Chapter Three. During the same phase, RAND was tasked to analyze the implications of these recurring operations, especially indications of stress on frequently tasked units of various types. During Phase Three, RAND was tasked to recommend changes in force structure and procedures that would improve the conduct of these types of smaller-scale contingencies without detracting from the nation's ability to wage major theater warfare. Such changes include modifications to force mix and force structure across the components.
