While the 'Responsibility to Protect' (R2P) has often been at the centre of these debates, its effectiveness as a means of preventing and resolving mass atrocities is disputed. The book provides a systematic overview of the theory and practice of R2P, and examines how the doctrine has been interpreted and implemented since it was first conceived. Humanitarian intervention is rising ever higher in international relations discourse, with many publications exploring the nature, legality and success of these interventions. However, less attention is given to what happens after an intervention. This book looks in particular at the implications for territorial and border relations, exploring the case of Kosovo, which in many ways can be seen as a turning point in post-cold war international humanitarian intervention. The 1999 intervention has had significant consequences for Kosovo in terms of political transformations, territorial alterations and enclavisation, none of which was officially intended or foreseen when NATO intervened. Two decades after NATO's intervention and a decade after unilaterally declaring independence, Kosovo continues to be confronted with daunting existential challenges that inevitably affect the stability of the region, border relations, and the credibility of the organisations operating within Kosovo, namely the UN, the EU and NATO. The book claims that not only is the political and territorial conflict far from being settled, but that the implications have gone beyond Kosovo, creating shock waves which have galvanised conflicts elsewhere. In effect, Kosovo has been used as a pretext, as a legitimation and as an inspiration for those who aspire to challenge the border status quo. The central task of all statebuilding is to create a state that is regarded as legitimate by the people over whom it exercises authority. This is a necessary condition for stable, effective governance. States sufficiently motivated to bear the costs of building a state in some distant land are likely to have interests in the future policies of that country, and will therefore seek to promote loyal leaders who are sympathetic to their interests and willing to implement their preferred policies. In The Statebuilder's Dilemma, David A. Lake addresses the key tradeoff between legitimacy and loyalty common to all international statebuilding attempts. Except in rare cases where the policy preferences of the statebuilder and the population of the country whose state is to be built coincide, as in the famous success cases of West Germany and Japan after 1945, promoting a leader who will remain loyal to the statebuilder undermines that leader’s legitimacy at home. In Iraq, thrust into a statebuilding role it neither anticipated nor wanted, the United States eventually backed Nouri al-Malaki as the most favorable of a bad lot of alternative leaders. Malaki then used the support of the Bush administration to govern as a Shiite partisan, undermining the statebuilding effort and ultimately leading to the second failure of the Iraqi state in 2014. Ethiopia faced the same tradeoff in Somalia after the rise of a promising but irredentist government in 2006, invading to put its own puppet in power in Mogadishu. But the resulting government has not been able to build significant local support and legitimacy. Lake uses these cases to demonstrate that the greater the interests of the statebuilder in the target country, the more difficult it is to build a legitimate state that can survive on its own.

During each phase, international policy towards Kosovo has challenged prevailing international norms and pushed the boundaries of conventional wisdom. This book explicitly engages with this debate, which transcends Kosovo itself, and provides a critical analysis of the catalysts and consequences of contemporary international engagement with this seminal case study. Coordination between different United Nations (UN) entities has become an issue of increasing concern for scholars and practitioners. With the UN taking on ever more ambitious roles in countries emerging from conflict, no single unit can master the task of post-conflict reconstruction alone. However, efforts at reorganizing the way the UN works in peacebuilding have not yielded the desired result of ensuring a more effective UN presence. To offer fresh inputs for the debate, Organizing Peacebuilding looks at coordination from a theoretical perspective. It develops a framework for interorganizational coordination and applies it to the UN and to two selected case examples, the UN missions in Kosovo and Afghanistan. The research suggests that in order to improve coordination, the UN should acknowledge its network character and cultivate those social and structural control mechanisms which facilitate coordination in networks.
