With the end of the 'East-West' conflict in 1990, an entirely new constellation seemed to emerge for the first time in the history of mankind. This was perceived by the power elite in the USA as a useful challenge to lend its - until then territorially restricted - hegemony a global dimension. From the perspective of the US elites (Francis Fukuyama), a period of indefinite American control over the rest of the world, in which there would be no more scope for potential rivals to emerge, would characterize the end of history. But some years later, the USA had to accept that the dual hegemony it had built up together with the Soviet Union was fundamental to the continued existence of American hegemony. Its inability to sustain a global hegemony revealed itself in the severe setbacks it suffered in the three wars waged in Iraq, Afghanistan and against the so-called international terrorists. Undeterred by the USA's imminent isolation, influential US experts insisted that US policies were still in line with the US' general perception of its role in the world: firstly to work for the good of the world and, secondly, to exercise its military might even when the rest of the world opposed it. Ignored for a long time by these very experts were the emergence of the interregional Asian triangle (China, India, Russia), Europe's reorientation and, in consequence, the USA's relegation as a hegemonic power.

How do America’s democratic allies perceive and respond to a relative decline in US power and influence and the simultaneous rise of China? Using the case-studies of Europe, the UK, Australia, Canada, Japan and South East Asian countries, this book offers a broad assessment of the perceptions of threat and the strategies used by these allies to cope with the relative decline of America’s hegemonic power, the rise of China and the transforming world order. In answering these central questions, contributors focus on two complementary analytical approaches. This term paper intends to answer the following questions: What is Hegemonic Stability Theory about? How is the shape of the hegemonic system? Why will it decline? The theoretical assumptions will be extended by a closer look at the UShegemony. How was it possible that the US could establish their leadership in the international economic system? What did they do to create a stable global economic order? Of course, the last questions have to answer why the US weakened and why their hegemony eventually declined? How is the situation today? Is there still a hegemon? To answer these questions, the first part of the paper will summarize the main assumptions of the theory. Then, the international economic situation after the Second World War which enabled the US to become the world ́s hegemon will be shortly presented. The following chapters will deal with the establishment of the UShegemony by creating international regimes such as IMF, IBRD and GATT. ""We live in a period of uncertainty about the fate of American global leadership and the future of international order. The 2016 election of Donald Trump led many to pronounce the death, or at least terminal decline, of liberal international order - the system of institutions, rules, and values associated with the American-dominated international system. But the truth is that the unravelling of American global order began over a decade earlier. Exit from Hegemony develops an integrated approach to understanding the rise and decline of hegemonic orders. It calls attention to three drivers of transformation in contemporary order. First, great powers, most notably Russia and China, contest existing norms and values, while simultaneously building new spheres of international order through regional institutions. Second, the loss of the "patronage monopoly" once enjoyed by the United States and its allies allows weaker states to seek alternative providers of economic and military goods - providers who do not condition their support on compliance with liberal economic and political principles. Third, transnational counter-order movements, usually in the form of illiberal and right-wing nationalists, undermine support for liberal order and the American international system, including within the United States itself. Exit from Hegemony demonstrates that these broad sources of transformation - from above, below, and within - have transformed past international orders and undermine prior hegemonic powers.
