This book examines the rapidly expanding EU agency’s distinct role in EU border control, showing that Frontex is a prominent border control actor that reshapes the EU borders by promoting a new border control culture. Bringing culture into the analysis of Frontex, this book offers an alternative in-depth understanding of the agency’s function, focusing on the production and diffusion of border control assumptions and practices within a border control community. Based on data drawn from primary research at Frontex and two EU external borders, namely Lampedusa and Evros, this book examines Frontex’s contribution to the emergence of a new border control culture in Europe, replacing the pre-existing Schengen culture. Compared with the existing literature on Frontex, this novel account takes into consideration the evolving nature of borders and border control, discussing three contemporary challenges for the established border control regime: Brexit, the COVID-19 pandemic, and hard security preoccupations, such as the fall-out from the Russian invasion in Ukraine and the weaponisation of migration at the Greek-Turkish land border. In our globalized world, borders are back with a vengeance. New data shows a massive increase of walls and barriers between countries after 2001. However, at the same time, the flow of people and the growth of trade have continued at impressive rates, and arguments for more open borders remain relevant. In The Border, Martin Schain compares how and why border policy has become increasingly important, politicized, and divisive in both Europe and the United States. Covering from 1915 to the present, this book deals with the role that artists and intellectuals have played regarding projects of European integration. Consciously or not, they partake of a tradition of Euroskepticism. Because Euroskepticism is often associated with the discourse of political elites, its literary and artistic expressions have gone largely unnoticed. This book addresses that gap. Taking Spain as a case study, author Luis Martín-Estudillo analyzes its conflict over its own Europeanness or exceptionalism, as well as the European view of Spain. He ranges from canonical writers like Unamuno, Ortega y Gasset, and Zambrano to new media artists like Valeriano López, Carlos Spottorno, and Santiago Sierra. Martín-Estudillo provides a new context for the current refugee crisis, the North-South divide among EU countries, and the generalized disaffection toward the project of European integration. The eclipsed critical tradition he discusses contributes to a deeper understanding of the notion of Europe and its institutional embodiments.
