The objective of this project has been to develop a series of practical indicators of economic, social, and environmental impacts related to transportation system changes. Comparing the spatial incidence of these impacts with the locations of low-income populations and minority populations, it is possible to assess whether the impacts would adversely and disproportionately affect these populations. Our intent is to help make it possible for everyone who is likely to be affected by a particular transportation system change to understand the expected types and magnitudes of anticipated impacts. The objective of such an understanding is to enable those who would be affected to determine which impacts would be most important to them.

Environmental Justice and transportation equity concerns pertain to discriminatory outcomes in planning, operation and maintenance, and infrastructure development by state and metropolitan systems. On February 11,1994, President Bill Clinton signed Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations. Two major federal laws, the National Environmental Protection Agency (NEPA) and Title VI of the Civil Rights Act, are highlighted in the Executive Order. This study provides an overview of literature and case studies regarding Environmental Justice issues and concerns. Additionally, the study includes survey responses of state DOT's and MPO's about their methods and viewpoints of addressing environmental justice in planning and projects.

The research for this study began with Phase 1. Various Phase 1 recommendations were forwarded into a second phase of environmental justice (EJ) research to provide additional tools for enhancing Colorado's statewide and regional transportation planning process. The study began with a phone survey of Colorado community leaders and representatives. The surveys were conducted to gather input on processes currently used by community leaders for their public outreach. The next step was to update low-income and minority mapping with recently released 2000 Census data. Having identified where the low-income households and minority populations reside in the State, a summary of public involvement techniques and tools was prepared to accompany the census mapping. Since a key component of long-range planning is the ability to measure the distribution of benefits from transportation plans, techniques to measure the benefits of transportation investments and enhanced public involvement were researched.
