Die Nutzung der Ressource Wissen ist für die Verbesserung der Kernkompetenz und damit für das Bestehen jeden Unternehmens in einer Informationsgesellschaft von essentieller Bedeutung. Die Erhöhung der Komplexität von Transaktionen in Wirtschaftsprozessen als Folge der fortschreitenden Spezialisierung, und der schnelle Verfall von Wissen ziehen einen überproportionalen Anstieg des Kommunikationsaufwandes nach sich. Zu Beginn werden einige ausgewählte Grundlagen und notwendige Termini der betrachteten Wissensgebiete erklärt. Im Weiteren folgt dann die Modellierung des Projektmodells zur Einführung von Knowledge Management Systemen in KMU. Es wird nach Phasenstellungen untergliedert. Die Einzelphasen werden dann konkret beleuchtet. Die Arbeit schließt mit einer Zusammenfassung der wichtigsten Erkenntnisse.

The first chapter presents definitions of knowledge and KM, discusses related fields to KM and knowledge types, argues what KM activities can be supported by IT, examines areas of IT related to KM, defines the focus of this thesis, and presents interesting artifacts. As areas that require flexibility, creativity, and learning are especially in need of KM, this thesis concentrates on them. The next chapter analyzes the goals of KM, problems to be addressed by KM-systems, goals and problems of a university, problems of (existing) KM-systems, and the requirements of a KM-system that supports a KM initiative that addresses the mentioned problems and does not suffer from the described problems. Following the identification of requirements for KM-systems, chapter 3 discusses important preconditions and foundations for KM and KM-systems. As a “complete'' KM-system can only be part of a “complete'' and holistic KM initiative, this examination presents indispensable issues for such KM initiatives and discusses the importance and relevance of them. The next chapter presents three existing solutions (CYMANTIX.NET / Oracle / Lotus/IBM). Finally, the chapter examines to what extent the three solutions address the requirements identified and what is missing. The main chapter of this thesis describes the proposed IT solution in the context of a holistic KM initiative. It starts with a discussion of principles such as participatory design, etc. that have to be adhered to when designing, implementing, and introducing the proposed KM-system. Then, the proposed KM-system is presented consisting of three major building blocks, namely the central user interface, the virtual information pool, and automation as well as further aspects. Furthermore, the relationship of eLearning and KM with regard to the proposed KM-system is examined, implementation issues are discussed, and the chapter ends with an evaluation of the proposed solution. The concluding chapter summarizes this thesis and stresses the holistic point of view that is combined with proposing a “complete'' IT system supporting KM. It discusses the pros and cons of this approach evaluation results. Finally, it presents areas that need further research and what the future holds for KM.

In the field of communication science, there is one dominant theory for process of information sharing which is based on mathematics and statistical analyses. By interpreting this model to organisation’s routine activities, companies can use it as a basic framework for the whole process of knowledge sharing. This model of knowledge sharing (communication model) has a better control over finding barriers among the other frameworks. More than dozens of barriers are declared in the scientific journals, but some of them may reveal within the particular case and by utilising this model it is possible to categorised barriers in manifold ways. Besides, communication framework has more clarity. This model elucidates relations among various parts of organisations, so finding critical success factors are easier than before. This model also supports other dominant theories in KM and KMS; such as knowledge creation, which this part will be discussed concisely. Suggesting a new KM method is based on communication framework model. Tesco has significant IT infrastructure and data mining. The new KM framework utilise current method and also use current KM for justifying the knowledge. This is very important that knowledge should be justified. In most rural areas, water and sanitation projects have been implemented and community members only enjoy these facilities for a short time. Why? The reason is simple. Most donors and governments are often concerned with the specificity of their projects/programmes, long-term sustainability is rarely guaranteed and those who are left to manage these water systems lack the necessary capacities (skills & knowledge). Consequently, after few years of implementation most water supply are been closed down while sanitation structures are fast deteriorating due to poor management and lack of post-project government/donor support. This study on water and sanitation knowledge management (WKM) highlights some of these pitfalls in rural Cameroon; it acknowledges the fact that knowledge is always incomplete and that rural water supply systems are in themselves a complex and dynamic system involving risks and uncertainties. The study takes a look at the recent literatures on water resource management and rural water supply systems and the range of technological and institutional approaches that have been applied in the past years in an attempt to increase access and/or reduce inequality. By examining key reasons why the resource has proven so difficult to manage, I came to the conclusion that, in many cases, the most promising solutions may lie outside highly conventional technological and institutional approaches. A descriptive cross-sectional survey was used to carry out the study. A total of 408 participants were recruited from the municipality. The instrument used for data collection was a structured questionnaire, which assessed their awareness-level and knowledge-level on hypertension. The Statistical Package for the Social Sciences (SPSS) was used for the analysis of data. With a total of 408 who participated in the study, 48.3 % were female and 51.7 % were male. Hypertension awareness was around 89 % among the participants. There was a significant level of awareness on hypertension among the respondents from the hypothesis t-valve (0.994) and p-valve (0.044). Most of the participants were able to determine BP 120/80 mm Hg as the average blood pressure and BP > 140/90 mm Hg as hypertension, respectively. When it comes to management option, 60 % preferred an orthodox treatment and 44 % knew stroke as a risk factor of hypertension. Though the majority of the participants were educated and more than half were not able to mention drugs as a way to manage hypertension. In general, the knowledge and awareness-level of hypertension was good. Nevertheless, more research needs to be done to further explore this. The spike in incidence of adult related hypertension is now among one of the most significant public health problems globally. Prevention of hypertension-related complications can be achieved when individuals become aware of the condition and have knowledge on the importance of control of their blood pressure.

The application of Information, Communication and Technology (ICT) in Educational settings is equally important for developing economies such as that of Tanzania to pursue two mutually reinforcing stimulation of socioeconomic and global agenda of economy prosperity goals. There is close link between ICT and EMIS, and the efficiency and effectiveness of latter is considerably affected by the former. It is in this contention that as per analysis made in this paper which reveals that ICT is still suffering from serious shortcomings, which unless solved, EMIS will continue to be ineffective and inefficient strategy. Three major problems identified in the paper include the (i) lack of infrastructure and systems in place to facilitate effective monitoring as a result utilization of ICTs in Tanzanian education institutions are dismal due to low connectivity and teledensity (ii) insufficient numbers of qualified technical personnel to manage and maintain ICT resources, (iii) inadequate training and capacity development resulting in underutilization of ICT facilities. This paper provides a basic and general review of how ICT influences and hampers EMIS effectiveness and efficiency. Also recommendations are provided at the end on how to improvise EMIS in order to maintain quality information in various educational processes.
