Ever since Education for Sustainable Development (ESD) was officially embedded in the Sustainable Development Goals in 2015, many assumed that ESD had arrived in formal education settings. In reality however, this is only true to quite a small degree. Its uptake within the UNECE region has been shown to be too slow. Seen in the context of the ever-growing challenges our societies - and especially young people within them - face, this article points to non-formal education (NFE) as a powerful driver of change towards sustainable development. It shows that NFE's complementary power has been undervalued for too long, and its potential for youth participation has been left almost untapped. Three successful best practice examples from Austria deliver supporting evidence and show how to combine ESD and NFE from a policy implementation perspective. The article concludes that in reforming one-sizefits-all education systems, non-formal education for sustainable development should play a key part.

The present document provides a summary of the progress made by the Economic Commission for Europe (ECE) and the United Nations Member States in implementing the ECE Strategy for Education for Sustainable Development (ESD) during the implementation phase 2017-2019 (also referred to as the “implementation phase IV”). The present synthesis report is based on the analysis of 34 national implementation reports submitted by Member States for that phase. The national implementation reports, reveal that many countries have policies in place to support ESD but the challenge remains of coordinating those policies and increasing the number of countries with national implementation plans for ESD, as observed during the previous implementation phases. Many countries have expanded policies to the non-formal and informal sectors, encouraged synergies and involved various stakeholders in ESD. However, the 'whole-institution approach' needs to be re-examined and further implemented in the context of some countries, mainly in relation to incentives and policies. In almost all countries, educators reported having received training on ESD competences during pre- and in-service training. Tools and materials for ESD are widely produced through national strategies and investment of public money, but more needs to be done in terms of dissemination and accessibility of materials and the establishment of quality control criteria. Many Governments recognize the need to connect research to ESD policy and practice. Concerning the promotion of research and development, the weakest element is the evaluation of the Strategy's outcomes.

This volume highlights key moments and movements in this "competence turn" in Education for Sustainable Development (ESD), and explores the different ways in which competences have been conceptualized and implemented. By marshaling a dialogue between chapters and sections, the book provides a coherent whole that will become a key source on ESD competences. The contributors develop a conceptual map against which to chart existing (and future) ESD competence frameworks, offer new critical case studies that explore the implementation of educator competences in ESD at different structural levels in different European contexts, explore the link between pedagogy and educator competence through hitherto unpublished case studies based on current practices across Europe, and consider the impact of the COVID-19 pandemic on ESD and educator competence. The book comprises 23 chapters divided into four sections, with an introduction and concluding chapter. Section One introduces concepts and models related to ESD competences, while the following two sections focus on implementation and pedagogy.
