This book uses the concept of empowerment as a means to understand peacebuilding in Mozambique. In order to do this, it first traces the different discourses on ‘empowerment’ and proposes an analytical framework based on multiple levels of analysis and a dialectical view of power. Second, it examines how the process of state formation and, later, peacebuilding have shaped the spaces for local empowerment to occur in Mozambique. Finally, it offers a detailed analysis of a national policy called the District Development Fund (the ‘7 million’), designed in the context of decentralization and aimed at reducing poverty in this country. This case study helps reflecting on the long-term and derivative effects of peace both in institutional terms as well as at the level of the everyday. The holistic approach to empowerment offered in this book and its application in the case of Mozambique will be of interest to both academics as well as practitioners of peacebuilding and development.

Why have seemingly similar African countries developed very different forms of democratic party systems? Despite virtually ubiquitous conditions that are assumed to be challenging to democracy - low levels of economic development, high ethnic heterogeneity, and weak state capacity - nearly two dozen African countries have maintained democratic competition since the early 1990s. Yet the forms of party system competition vary greatly: from highly stable, nationally organized, well-institutionalized party systems to incredibly volatile, particularistic parties in systems with low institutionalization. To explain their divergent development, Rachel Beatty Riedl points to earlier authoritarian strategies to consolidate support and maintain power. The initial stages of democratic opening provide an opportunity for authoritarian incumbents to attempt to shape the rules of the new multiparty system in their own interests, but their power to do so depends on the extent of local support built up over time.

This open access book is about Mozambicans and Angolans who migrated in state-sponsored schemes to East Germany in the late 1970s and throughout the 1980s. They went to work and to be trained as a vanguard labor force for the intended African industrial revolutions. While they were there, they contributed their labor power to the East German economy. This book draws on more than 260 life history interviews and uncovers complex and contradictory experiences and transnational encounters. What emerges is a series of dualities that exist side by side in the memories of the former migrants: the state and the individual, work and consumption, integration and exclusion, loss and gain, and the past in the past and the past in the present and future. By uncovering these dualities, the book explores the lives of African migrants moving between the Third and Second worlds. Devoted to the memories of worker-trainees, this transnational study comes at a time when historians are uncovering the many varied, complicated, and important connections within the global socialist world.
