One African country after another rejected the shipment, citing a variety ofconcerns. This led to dispute between certain donor agencies and several Southern African governments over the safety of genetically modified food. This study analyses the conundrum facing southern African countries over whether they should accept genetically modified food crops as a component of food aid. It sketches the evolution of the debate that has been dominated by the global, scientific and development media, giving an in-country perspective. This paper analyzes the effect of an IMF Staff-Monitored Program for Chad to enhance economic development. Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.

Southern Africa is likely to experience more social unrest in the foreseeable future. That is one of the conclusions in this policy dialogue, which provides an overview of political and economic developments relevant to regional peace and security in Southern Africa. While the region continues to experience isolated armed conflicts, and while developmental backlogs present a major risk to regional stability in the long run, currently the most acute source of instability stems from governance deficits, which in the past decade have prompted crises in many of the member states of the Southern African Development Community (SADC). SADC's institutional framework for regional peace and security has proven ineffective because SADC leaders have prioritised national sovereignty over the enforcement of democratic principles. The institutions have little capacity as they lack material and political support. The governance deficits and SADC's lacklustre conflict management may in the long run arrest development in Southern Africa.

This book describes the contrast between the strong economic growth and democratization that have occurred in Africa and its stalling political progress.
