Book Description
Energy Conservation Indicators is a methodology to break down energy consumption data into their component parts in the same way as those which are due to annual weather fluctuations, business cycle, structural changes in the economy and higher energy efficiency. This methodology is applied for the first time to all twelve Member Countries of the European Communities for the period 1979 to 1985. It represents a tool for a long-term monitoring of the efforts towards the goal set by the Council of Ministers of the European Community to achieve a 20% improvement in intensity of final energy demand between 1985 and 1995. In addition, it is used by the Commission of the European Communities for considerations regarding energy conservation policies for the Community. The results of the analysis performed showed that the goal set by the Council cannot be reached if the current trends prevail in the years to come. The reasons are the declining impact of structural changes towards less energy-intensive production and the increasing level of energy-consuming comfort in the residential and private transportation sectors.

Book Description
The EU has been the region of the world where the most climate policies have been implemented, and where practical policy experimentation in the field of the environment and climate change has been taking place at a rapid pace over the last twenty-five years. This has led to considerable success in reducing pollution, decoupling emissions from economic growth and fostering global technological leadership. The objective of the book is to explain the EU's climate policies in an accessible way, to demonstrate the step-by-step approach that has been used to develop these policies, and the ways in which they have been tested and further improved in the light of experience. The book shows that there is no single policy instrument that can bring down greenhouse gas emissions, but the challenge has been to put a jigsaw of policy instruments together that is coherent, delivers emissions reductions, and is cost-effective. The book differs from existing books by the fact it covers the EU's emissions trading system, the energy sector and other economic sectors, including their development in the context of international climate policy. Set against the backdrop of the 2015 UN Climate Change conference in Paris, this accessible book will be of great relevance to students, scholars and policy makers alike.

Book Description
This publication aims to identify existing barriers to energy efficiency policy implementation and to provide recommendations to policymakers for reforms that can support market formation and foster favourable climate for investments in energy efficiency. It develops a benchmark that should serve as a reference point for policymakers and energy experts working in the field of energy efficiency. This benchmark is a synthesis of policy incentives that should be in place in order to stimulate and ensure successful energy efficiency policy outcomes. The desired policies are divided into three groups: 1) legal, institutional and regulatory; 2) economic and financial; and 3) socio-political. A set of these policies in place at a sufficient degree in a particular country is a basis for successful formulation and implementation of energy efficiency policies and related projects.

Book Description
Our planetary limits demand a radical transition from the energy-intensive economic model based on the extraction of finite resources, which has been dominant since the first industrial revolution, to a model that is both sustainable and equitable. Unfortunately however, energy transformation in Europe has, after a promising start, fallen hostage to austerity and to the main philosophy underpinning the crisis management policies in which overall competitiveness is reduced to the much narrower concept of cost-competitiveness. Regulatory uncertainty, design failures built into incentive systems, and unjust distribution of the costs, have also contributed to the reversal of progress in energy transformation currently observable across Europe. In this book three country case studies highlight the different facets of these conflicts, while additional light is thrown on the situation by an account of the lack of progress in achieving energy efficiency. By way of conclusion, a mapping of the main conflicts and obstacles to progress will be of help in formulating policy recommendations. Ambitious climate and energy policy targets should be regarded not as a burden on the economy but rather as investment targets able to pave the way to higher employment and sustainable growth. It is high time for this perception to be recognised and implemented in the context of Europe’s new Investment Plan, thereby enabling clean energy investment to come to form its central pillar. A shift in this direction will require an overhaul of the regulatory and incentive systems to ensure that the need for just burden-sharing is adequately taken into account.

Book Description
Originally published in 1986. Energy economics emerged in the 1970s as one of the most controversial and critical aspects of European economic and political development. This book provides a fully comprehensive but easily accessible guide to the key issues of energy policy, placing them in a European context. As well as discussing oil price movements and their effects on European prosperity, it assesses the role of energy conservation and pricing policies. The chapters discuss the economic, political and social impact of nuclear power programmes, North Sea oil and gas discoveries, Soviet gas imports, and coal field closures, and go on to forecast possible future developments. This is for all those concerned with European and energy studies, especially political scientists, geographers, economists, and environmental and resource specialists.

Book Description
This paper comes from a project designed to assist central and eastern Europe and Commonwealth of Independent States (CIS) countries to enhance their energy efficiency and security, to ease the energy supply constraints of economic transition and to meet international environmental treaty obligations under the UN FCCC and the UN ECE. Reducing the energy efficiency 'gap' by half would save 600 million tones of oil equivalent in year 2010 of which 90 per cent would be fossil fuels. Central and Eastern European economies are half as efficient as those of market economies. This paper, which was produced jointly by the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic Commission for Europe (ECE), aims to provide some suggestions for policy makers in the CIS for development of policies and regulatory frameworks for promotion of energy efficiency. The guidelines presented have been discussed and endorsed by the ECE Committee on Sustainable Development at its ninth session, 9-11 November 1999. The impetus for the guidelines was a recommendation made at a 1996 regional seminar on promotion of energy efficiency and institution building in Asian economies in transition conducted by ESCAP with participation by ECE.

Book Description
"The European Union has entered a new and crucial stage in energy policy. After the adoption of legally binding targets to address climate change, energy security and competitiveness, the 27 member states are now turning their attention to the implementation of these targets. However, with an unfinished internal market for gas and electricity and with member states continuing to focus on bilateral energy relationships with supplier countries, the EU is still at the very beginning of a common EU energy policy." "This report from the CEPS Task Force on Energy Policy for Europe contributes to the debate about an emerging 'first-generation' EU energy policy. It identifies those policy areas that are expected to benefit most from deeper EU integration, i.e. where the European 'added-value' is expected to be greatest, and formulates recommendations on how such integration could be achieved in practice. In particular, the report calls for the development of more and better energy policy indicators against which to assess member state energy policies to ensure policy coherence at the EU and member state level."--BOOK JACKET.

Book Description
Draws on a wide range of European experiences to analyze and evaluate the weaknesses of current energy conservation policies, and advance proposals designed to ensure that political, administrative, and energy conservation resources are used to maximum effect. Examines grants and subsidies to encourage investment in conserving energy in domestic and public buildings, information to inform householders of their conservation options and their implications, regulation to encourage the use of combined heating power, demand-side management by utility companies, and institutional development as a means of engendering bottom-up conservation initiatives. Based on a research project funded by the European Commission. Annotation copyrighted by Book News, Inc., Portland, OR
