Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

During Phase One, RAND was tasked to provide a comprehensive analytic description of events associated with peacekeeping, humanitarian assistance, and disaster relief. To accomplish this RAND developed a database called Force Access, that would be suitable to record and assess these events within the Department of Defense (DoD), Joint Staff (JS), and service staffs, especially the Army Staff. This database includes summary information for relevant operations conducted from 1990 through 1996, lists of units down to battalion/separate-company level for ground forces, and tables that link uniquely identified units to specific operations. provides a powerful combination of operational history and force structure within an easy-to-use relational database. Fully developed, it will offer a look into past operations and a useful tool for exploring the implications for force mix and force structure. An overview of Force Access is given as well as a technical description. In place of activities originally planned for Phase Two, the sponsor tasked RAND to produce a series of vignettes based on operations contained in the Force Access database. These vignettes are presented in Chapter Three. During the same phase, RAND was tasked to analyze the implications of these recurring operations, especially indications of stress on frequently tasked units of various types. The U.S. Air Force often plays an important role in such complex contingency operations. This book explores how the military might improve coordination with relief agencies and with European allies in such operations. It examines the dynamics of complex contingency operations, provides an overview of the relief community, delineates barriers to better cooperation, discusses the European contribution, and recommends steps the military might take to improve coordination in future crises. Steps include improving military familiarization with key relief organizations, perhaps appointing a humanitarian advisor, establishing more "centers of excellence," and bringing relief organizations into the planning process. The military should encourage information sharing with relief organizations, improve procedures for managing the flow of aid, and leverage European capabilities.

This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

This collection offers insights of the international humanitarian system, considering what constitutes humanitarianism in Asia-Pacific, and how it shapes policy and practice in the region and globally. Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
