How does the dominant understanding(s) of the demo(i)cratic subject in the EU, and of democracy more broadly, shape the EU’s democratic innovations on ‘citizen participation’? What are the politically and normatively preferable alternatives, both in terms of the conceptualisation of the democratic subject in the EU and in the ensuing political practices? The book addresses these questions combining a political theory with a political sociology perspective, contrasting the ‘democracy without politics’ approach of the EU in the context of the Conference on the Future of Europe with that of ongoing transnational activist processes. In doing so, it develops an agonistic alternative to ‘the people(s)’ as the political imaginary of democracy in the EU, which is based on the idea of the ‘decolonial multitude’. Thus, the book puts forward a diagnosis of current debates on EU democratic legitimacy as well as proposing an alternative.

The power of the European Parliament has been steadily and visibly increasing in recent years. This arises from EU treaty changes and from the fact that more and more decisions are being made at the European level. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. This book evaluates the role that civic engagement, political participation and active citizenship can play in promoting the establishment of a European polity. The chapters included here examine how the practice of active citizenship is managed and constructed in the context of a European drive to increase civic engagement and political participation in three member states (Portugal, Italy and the UK) and one accession country (Turkey). Looking at both processes and policies promoting active citizenship at the European and national levels, this book uncovers current discourses as well as political priorities and values that surround the activities of non- governmental organizations (NGOs). Of particular interest are debates about the nature and level of civic and political participation and engagement of marginal groups (women, youths, migrants and minorities) as they are particularly vulnerable to social exclusion.
