This report reveals complaint handling across government to be inconsistent, haphazard and unaccountable, operating without any overarching design, overall standards or common performance framework. This is unhelpful for people who want to change their experience of interacting with a public service by making a complaint. It also means opportunities to improve public services through complaint handling are being missed. There is no shared view across government of the standard of complaint handling that a member of the public can reasonably expect. Complainants may be required to navigate anything between one and four stages of a complaint procedure before 'local resolution' is completed and the complainant can bring their complaint to the Ombudsman. The absence of any clear methodology or machinery to share best practice, or ensure lessons from complaints are learnt across government departments, increases the likelihood of the same mistakes being repeated again and again. The Ombudsman's Principles of Good Complaint Handling are a good starting point for government in the task of ensuring that all departments share an understanding of the importance of fairness, transparency, and accountability. But there is a need for strong leadership from the top, committed to developing a culture across the civil service that values complaints. The report covers the survey of departments, case studies, and gives statistics on complaint handling and the financial costs of poor complaint handling.

After 1949, the British Empire in Hong Kong was more vulnerable than the lack of Chinese demand for return and the success of Hong Kong's economic transformations might have suggested. Its vulnerability stemmed as much from Britain's imperial decline and America's Cold War requirements as from a Chinese threat. It culminated in the little known '1957 Question', a year when the British position in Hong Kong appeared more uncertain than any time since 1949.This is the first scholarly study that places Hong Kong at the heart of the Anglo-American relationship in the wider context of the Cold War in Asia. Unlike existing works, which tend to treat British and US policies in isolation, this book explores their dynamic interactions - how the two allies perceived, responded to, and attempted to influence each other's policies and actions. It also provides a major reinterpretation of Hong Kong's involvement in the containment of China. Dr Mark arguesthat, concerned about possible Chinese retaliation, the British insisted and the Americans accepted that Hong Kong's role should be as discreet and non-confrontational in nature as possible. Above all, top decision-makers in Washington evaluated Hong Kong's significance not in its own right, but inthe context of the Anglo-American relationship: Hong Kong was seen primarily as a bargaining chip to obtain British support for US policy elsewhere in Asia.By using a variety of British and US archival material as well as Chinese sources, Dr Mark examines how the British and US government discussed, debated, and disagreed over Hong Kong's role in the Cold War, and reveals the dynamics of the Anglo-American alliance and the dilemmas of small allies in a global conflict.

This book revisits the definition of polemical discourse and deals with its functions in the democratic sphere. It first examines theoretical questions concerning the management of disagreement in democracy and the nature of polemical discourse. Next, it analyses case studies involving such issues as the place of women in the public space, illustrated by the case of the burqa in France and public controversy in the media on the exclusion of women from the public space. The book then explores reason, passion and violence in polemical discourse by means of cases involving confrontations between secular and ultra-orthodox circles, controversies about the Mexican Wall and fierce discussions about stock-options, and bonuses in times of financial crisis. Although polemical exchanges in the public sphere exacerbate dissent instead of resolving conflicts, they are quite frequent in the media and on the Net. How can we explain such a paradox? Most studies in argumentation avoid the question: they mainly focus on the verbal procedures leading to agreement. This focus stems from the centrality conferred upon consensus in our democratic societies, where decisions should be the result of a process of deliberation. What is then the social function of a confrontational management of dissent that does not primarily seek to achieve agreement? Is it just a sign of decadence, failure and powerlessness, or does it play a constructive role? This book answers these questions.
