The first part of the book distinguishes four main concepts of culture, presenting their histories, uses, limitations and mutual contradictions, which else often tend to be neglected. The second part scrutinizes neomaterialist and posthumanist critics’ antihermeneutic efforts to escape the spirals of interpretation and meaning. From going AWOL to collaborating with communists, assaulting fellow servicemen to marrying without permission, military crime during the Cold War offers a telling glimpse into a military undergoing a demographic and legal transformation. The post-World War II American military, newly permanent, populated by draftees as well as volunteers, and asked to fight communism around the world, was also the subject of a major criminal justice reform. By examining the Cold War court-martial, Defending America opens a new window on conflicts that divided America at the time, such as the competing demands of work and family and the tension between individual rights and social conformity. Using military justice records, Elizabeth Lutes Hillman demonstrates the criminal consequences of the military's violent mission, ideological goals, fear of homosexuality, and attitude toward racial, gender, and class difference. The records also show that only the most inept, unfortunate, and impolitic of misbehaving service members were likely to be prosecuted. Young, poor, low-ranking, and nonwhite servicemen bore a disproportionate burden in the military's enforcement of crime, and gay men and lesbians paid the price for the armed forces' official hostility toward homosexuality. While the U.S. military fought to defend the Constitution, the Cold War court-martial punished those who wavered from accepted political convictions, sexual behavior, and social conventions, threatening the very rights of due process and free expression the Constitution promised.

The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.

“I still think today as yesterday that the color line is a great problem of this century,” an eighty-five-year-old W. E. B. Du Bois wrote in 1953, revisiting his famous claim from fifty years earlier. But the “greater problem,” he now believed, was that war had “become universal and continuous, and the excuse for this war continues largely to be color and race.” Empire of Defense reveals how that greater problem emerged and grew from the formation of the Department of Defense in the late 1940s to the long wars of the twenty-first century. When the Truman administration dissolved the Department of War, a cabinet-level department since 1789, and formed the DOD, it did not, Joseph Darda argues, end war but rather establish new racial criteria for who could wage it, for which lives deserved defending. This book, one of the first in English about everyday life in the Republic of Georgia, describes how people construct identity in a rapidly changing border region. Based on extensive ethnographic research, it illuminates the myriad ways residents of the Caucasus have rethought who they are since the collapse of the Soviet Union. Through an exploration of three towns in the southwest corner of Georgia, all of which are situated close to the Turkish frontier, Mathijs Pelkmans shows how social and cultural boundaries took on greater importance in the years of transition, when such divisions were expected to vanish. By tracing the fears, longings, and disillusionment that border dwellers projected on the Iron Curtain, Pelkmans demonstrates how elements of culture formed along and in response to territorial divisions, and how these elements became crucial in attempts to rethink the border after its physical rigidities dissolved in the 1990s. The new boundary-drawing activities had the effect of grounding and reinforcing Soviet constructions of identity, even though they were part of the process of overcoming and dismissing the past. Ultimately, Pelkmans finds that the opening of the border paradoxically inspired a newfound appreciation for the previously despised Iron Curtain as something that had provided protection and was still worth defending.

The picture that emerges is of a struggle for dominance between Soviet-derived approaches and a uniquely Cuban response to the arts under socialism. To Defend the Revolution Is to Defend Culture takes its title from a slogan – devised by artists and writers at a meeting in October 1960 and adopted by the First National Congress of Writers and Artists the following August – which sought to highlight the intrinsic importance of culture to the Revolution. Departing from popular top-down conceptions of Cuban policy-formation, this book establishes the close involvement of the Cuban people in cultural processes and the contribution of Cuba’s artists and writers to the policy and praxis of the Revolution.
