The increasingly multicultural fabric of modern societies has given rise to many new issues and conflicts, as ethnic and national minorities demand recognition and support for their cultural identity. This book presents a new conception of the rights and status of minority cultures. It argues that certain sorts of `collective rights' for minority cultures are consistent with liberal democratic principles, and that standard liberal objections to recognizing such rights on grounds of individual freedom, social justice, and national unity, can be answered. However, Professor Kymlicka emphasises that no single formula can be applied to all groups and that the needs and aspirations of immigrants are very different from those of indigenous peoples and national minorities. How should democratic societies define justice for cultural minority groups, and how might such justice be secured? This book is a nuanced and judicious response to a critical issue in political theory—the challenge of according equal respect and recognition to minority groups and accommodating their claims for special cultural rights and arrangements.Monique Deveaux contends that liberal theorists fail to grant enough importance to identity and the content of cultural life in their attempts to conceive of political institutions for plural societies. She takes to task the spectrum of theories on pluralism, from weak and strong theories of tolerance through neutralist liberalism to comprehensive liberalism, and finally to arguments for deliberative politics that build on Jürgen Habermas's discourse ethics. The solution proposed here is "deliberative liberalism," which incorporates both critically reconceived principles of deliberative democracy and central liberal norms of consent and respect. Cultural conflicts in democratic societies include clashes involving Aboriginal peoples, ethnic and linguistic minorities, and recent immigrant groups in Europe, North America, and Australia. Drawing on examples from several countries, Deveaux concludes that genuine respect and recognition for cultural minorities requires full inclusion in existing institutions and the right to help shape the political culture of their own societies through democratic dialogue and deliberation.

Never before has the legitimacy of a dominant American culture been so hotly contested as over the past two decades. Familiar terms such as culture wars, multiculturalism, moral majority, and family values all suggest a society fragmented by the issue of cultural diversity. So does any social solidarity exist among Americans? In Diversity and Its Discontents, a group of leading sociologists, political theorists, and social historians seek to answer this question empirically by exploring ideological differences, theoretical disputes, social processes, and institutional change. Together they present a broad yet penetrating look at American life in which cultural conflict has always played a part. Many of the findings reveal that this conflict is no more or less rampant now than in the past, and that the terms of social solidarity in the United States have changed as the society itself has changed. The volume begins with reflections on the sources of the current "culture wars" and goes on to show a number of parallel situations throughout American history--some more profound than today's conflicts. The contributors identify political vicissitudes and social changes in the late twentieth century that have formed the backdrop to the "wars," including changes in immigration, marriage, family structure, urban and residential life, and expression of sexuality. Points of agreement are revealed between the left and the right in their diagnoses of American culture and society, but the essays also show how the claims of both sides have been overdrawn and polarized. In England, multicultural education is one of the most important focal points within the ongoing educational debate. To answer questions of practical policy, multicultural education may be viewed from the perspective of education as social process. More than simply pupils and teachers, classrooms and textbooks, education provides social continuity and engenders social change. A process linked to powerful structural and ideological variables in the wider society, education may vary according to the importance placed upon indivudual development compared with the perceived needs of society. As a result of this dichotomy, all educational systems must strike a balance between educating for variety and educating for conformity, between diversity and cohesion. In a culturally pluralistic society, the tensions between these poles are particularly great: a plural society is, by definition, more diverse and thus has a greater need for conformity, yet it also has a greater natural resistance to conformity. British educationalists are now faced with deciding at what point the acculturation necessary for full participation in society becomes a repressive assimilation, and at what point the celebration of diversity ceases to enrich and becomes potentially divisive. Diversity and conformity are in fact interdependent, and majority children can benefit as much as minority children from multicultural education. (KH)
