The Congressional Budget Office (CBO), at the request of the Senate Committee on the Budget, has studied the use of contractors in the Iraq theater to support U.S. activities in Iraq. This paper, which covers the period from 2003 through 2007, provides an overview of the federal costs of employing contractors in Iraq and in nearby countries, the type of products and services they provide, the number of personnel working on those contracts, comparisons of past and present use of contractors during U.S. military operations, and the use of contractors to provide security. CBO also examined the command-and-control structure between the U.S. Government and contract employees and the legal issues surrounding contractor personnel in Iraq. For this study, the Congressional Budget Office considers the following countries to be part of the Iraq theater: Iraq, Bahrain, Jordan, Kuwait, Oman, Qatar, Saudi Arabia, Turkey, and the United Arab Emirates. CBO found that in-theater contracts to support operations in Iraq were almost entirely performed in those countries, all of which are located within the U.S. Central Command's area of operations.

Private Contractors and the Reconstruction of Iraq examines the controversial role of military contractors in the reconstruction of Iraq. When 'Operation Iraqi Freedom' was launched in March 2003, few, if any, of the Coalition's political leaders could have envisaged that within a few months the number of private contractors engaged to keep the troops supplied would exceed their actual combat strength. This alternative 'army' was not only to become the largest assemblage of contractors in living memory to accompany a military force into a war zone, but was also responsible for a fundamental transformation of how military logistics were delivered. This book explains how and why the US and UK governments became so dependent upon military contractors during the war in Iraq. It also examines the ramifications this new dependency will have on future military operations, as the conflict in Iraq has shown that private contractors are now indispensable to the attainment of both the military and political objectives of war. Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

(USAID) have relied extensively on contractors to support troops and civilian personnel and carry out reconstruction efforts in Iraq and Afghanistan. To help increase contractor oversight, DoD, State, and USAID signed a memorandum of understanding on contracting in Iraq and Afghanistan that identified a database to track info. on contractor personnel and contracts performed in the two countries. The agencies designated the Synchronized Pre-Deployment and Operational Tracker database (SPOT) as their system for tracking the required info. This testimony addresses how contractor personnel and contract info. can aid agencies in managing contracts and the status of SPOT¿s implementation.
