One of the challenges facing the writer is keeping up with developments in the information age. While Command, Control, and the Common Defense provides a historical perspective on a contemporary problem, it was written in the late l980s; since then, the end of the Cold War and the American experience in the Gulf War have provided some fundamentally new perspectives of their own. Re-written history has its own pitfalls; a better solution was to leave the original content intact and to add as an epilogue a chapter which originally appeared in a 1995 anthology on the Gulf War. Both works have, of course, been edited for consistency. Finally, there is reason to ponder in the light of more contemporary developments one of the major points in that original work: that the tight integration demanded by emerging command and control technologies often runs afoul of existing command structures and theories of warfare. As I completed the revisions to this edition while serving on special assignment with the NATO Implementation Force in Bosnia, there were daily reminders of the truth of that statement.

The author provides an overview of command and control (C2) in 'common defence'. The approach is to show the linkage between the American people and operational performance of the U.S. military during combat. The Preamble to the Constitution and the basic definition of C2 stated in the Joint Chiefs of Staff (JCS) Publication 1 are used as the start point for the thesis. From this start point, a tracing of C2 in 'common defence' is conducted. These levels are hierarchical with a two-way vertical and horizontal flow of information. Low/high context and external transference are used to describe and trace the flow of C2 in 'common defence' through the hierarchical levels. The author documents the actual means of decision making, planning, directing, influencing, coordinating, and/or controlling the operational performance of the military force. The Goldwater-Nichols Department of Defense Reorganization Act of 1986 is the most important legislation to affecting U.S. national defense in the last 50 years. This act resulted from frustration in Congress and among certain military officers concerning what they believed to be the poor quality of military advice available to civilian decision-makers. It also derived from the U.S. military's perceived inability to conduct successful joint or multi-service operations. The act, passes after four years of legislative debate, designated the Chairman of the Joint Chiefs of Staff as the principal military advisor to the President and sought to foster greater cooperation among the military services. Goldwater-Nichols marks the latest attempt to balance competing tendencies within the Department of Defense, namely centralization versus decentralization and geographic versus functional distributions of power. As a result of the Goldwater-Nichols Act, the Chairman of the Joint Chiefs has achieved prominence, but his assignment is somewhat contradictory: the spokesman and thus the advocate for the Commander in Chief, while simultaneously the provider of objective advice to the President. While the act did succeed in strengthening the CINCs' authority and in contributing to the dramatic U.S. achievements in the Gulf War, the air and ground campaigns revealed weaknesses in the CINCs' capability to plan joint operations. In addition, the increased role of the military in ad hoc peacekeeping operations has challenged the U.S. military's current organizational structure for the quick deployment of troops from the various services. Rapid technological advances and post-Cold War strategic uncertainty also complicate the U.S. military's organizational structure.
