This document elaborates the revised International Standard Statistical Classification of Fishing Gear (ISSCFG), as endorsed and adopted for implementation by the FAO Coordinating Working Party on Fishery Statistics (CWP) at its Twenty-fifth Session in February 2016 in Rome, Italy. The classification applies to commercial, subsistence and recreational fisheries in marine and freshwater fisheries. The document provides definitions and illustrations of the configuration and mode of operation of typical fishing gears. The primary purpose is to assist FAO Members, regional fishery bodies, as well as those working on fishery statistics and management, to correctly attribute and report fisheries catches made by different gear types. The document also contributes to the prevention, deterrence and elimination of illegal, unreported and unregulated (IUU) fishing by providing monitoring, control and surveillance personnel with information to identify the type of fishing gear with regard to licence and authorization to carry out fishing operations. Finally, the document also provides context and references for some contemporary conservation issues related to major fishing gear types; it can therefore be used as a reference text for students and researchers in fisheries and marine conservation.

This document contains the report of the Fifth Meeting of the Aquaculture Subject Group and the Twenty-sixth meeting of the Fisheries Subject of CWP, held during the Intersessional Aquaculture and Fisheries Subject Group meeting of the Coordinating Working Party on Fishery Statistics (CWP-IS), which took place in Copenhagen, Denmark, from 19 to 22 June 2017. The work was organized between joint sessions to address issues of general interest, with the Subject Groups – Aquaculture (CWP-AS) and Fis heries (CWP-FS) –organized in concurrent sessions, to address matters related to the intersessional programme for each Subject Group. The meeting reviewed the progress made since the Twenty-fifth session of the CWP and agreed on actions for the second part of the intersessional period, prior to the upcoming Twenty-sixth session of the CWP to be held early in 2019. The main issues presented and discussed were the dissemination of the revised handbook on the CWP web page and the further enhancemen t of the socio-economic and GIS section of the handbook, the CWP ad hoc task group on “reference harmonization for capture fisheries and aquaculture statistics”, and the progress made by the Task Force in establishing the standard aquaculture questionnaire.

The last quarter century has witnessed vast changes in the governance of ocean space and resources. The keystone instrument in the new legal order is the 1982 UN Law of the Sea Convention, an agreement comprehensive in its scope that has provided the framework for further innovations in marine policy and ocean law. Accelerated change in the 1990s included the revision and the going-into-force of the 1982 Convention; and the conclusion of new international agreements on biodiversity, on the management of fishery stocks in international waters, and on marine navigation and safety. There has also been renewed impetus for regionalization of marine management and conservation efforts. "These guidelines aim to help those who design routine data collection programmes, focusing on the relationship between typical questions asked by policy-makers and managers, and the data required for providing reliable answers. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.
