This book examines Israel’s civil-military relations (CMR) in order to explore alternatives to orthodox Western models of security sector reform (SSR) in post-conflict societies. This book argues that the guidelines of SSR have always tended to draw on theoretical work in the field of CMR and focus too heavily on Western, liberal democratic models of governance. Consequently, reform programs based on these guidelines, and intended for use in post-conflict and conflict-affected states, have had, at best, mixed results. The book challenges the necessity for this over-reliance on traditional Western liberal democratic solutions and instead advocates an alternative approach. It proposes that by drawing on an unconventional CMR model, that in turn references the specific context and cultural background of the particular state being subject to reform, there is a significantly higher chance of success. Drawing on a case study of Israel's CMR, the author seeks to provide practical assistance to those working in this area and considers the question of how this unorthodox CMR model might usefully inform post-conflict and conflict-affected SSR programmes. The 1973 Yom Kippur War did not only have external implications on Israel, but also some dramatic internal implications, particularly with regards to the civil-military relations as well as the fields of psychology and political sociology. To this day, the consequences of this war are still prevalent in Israel, in terms of drafting security policies and the military doctrine. After the war, new identities were formed in the Israeli civil society, which began to function as active agents in shaping security policy. These players are not a unique Israeli case, yet their actions in Israel serve as a case study that illuminates their significant impact in other countries as well. This is due to the fact that the "Israeli Laboratory" is a liberal democratic society living with an ongoing conflict; it has a mandatory army that is sensitive to fluctuations in public opinion, culture and the media; and issues of national security and military conduct are always a top public concern. Consequently, this book examines the rise of five identities and agents that were formed after the 1973 War and highlights the effects they had on the formation of Israeli defense policy from then on. The book also clarifies the importance of exposure to these agents' activities, referring to the psycho-political social factors that may actually dictate a state's international policies. It therefore forms a study that connects sociology, political psychology, international relations, the field of culture studies and studies of strategy planning. The intervention of the military in national politics and the everyday lives of citizens is a key question in civil-military relations. This book explains how concordance theory can provide a model for predicting such domestic intervention. Models dealing with the relationship between the military and society are usually based on Western nations with power and influence, and therefore may not be appropriate for the circumstances of non-Western countries. By contrast, concordance theory considers national contexts where the balance of military involvement in civilian life depends greatly on historical circumstances, institutional nuances, and cultural realities.
