It outlines two areas of strength, namely: - Chile’s national agroclimatic risk information system – this consists of a series of interconnected platforms, agroclimatic information bulletins, tools and initiatives to monitor, identify, assess and communicate the risks, and; - the country’s capacity development events and training, which support decision making by agricultural stakeholders on how to avoid and reduce the adverse impacts of natural hazard-induced disasters. Furthermore, this case study outlines a variety of financial instruments that are available to fund emergency response and recovery activities in the agricultural sector and to transfer risk through the provision of state subsidies for agricultural insurance.

Natural hazard induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business as usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD?FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

The book uses an economic lens to identify the main features of climate-smart agriculture (CSA), its likely impact, and the challenges associated with its implementation. Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. Focusing on the adaptation/resilience dimension of CSA, the text embraces a mixture of conceptual analyses, including theory, empirical and policy analysis, and case studies, to look at adaptation and resilience through three possible avenues: ex-ante reduction of vulnerability, increasing adaptive capacity, and ex-post risk coping. This book illustrates the World Banks commitment to assist countries to respond to the opportunities and challenges posed by climate change. Undertaken in collaborative partnership with policy makers, farmers, civil society, and other stakeholders in Armenia, Azerbaijan and Georgia, it provides a much needed response to the call for action by quantifying the impact and identifying key priorities for policies, programs, and investments to reduce the vulnerability of agricultural systems to climate change in the South Caucasus. The study responds to the urgent need for climate adaptation, as highlighted in the World Banks Turn Down the Heat report. Notably, the South Caucasus is already contending with increasing aridity and more frequent extreme weather events (e.g. severe droughts, floods and hailstorms). It presents practical solutions for a more climate smart agriculture, at the regional, national and agro-ecological zone level in each country. The recommendations offered in this book are a compilation of the results of the three national studies, and highlight the need and potential for regional collaborative action to increase benefits, while also continuing to emphasize the need for an effective response at the national level. The national level results are supported by country reports, which provide more details. This work is but an important beginning. To achieve the goals of climate resilience in the agriculture sector, more work is needed to translate the proposals into reality. The analysis demonstrates that investments in irrigation infrastructure and on-farm technologies have great potential to raise agricultural productivity and improve the climate resilience of the sector. Demand-side agricultural water management will have high short-term payoffs, and these short-term payoffs are complementary to the success of long- term irrigation, drainage and other infrastructure investments. Strengthening the disaster risk management strategies (beyond agricultural measures) are also needed to help mitigate household risks from extreme events, especially for the poorest, who are the most vulnerable.

The agricultural communities (communidades agr icolas) of Chile's Norte Chico are dynamic systems of indivisible communal land, inherited use rights, democratic decision-making, and diverse economic strategies closely linked to changing environmental conditions. In this semi-arid region where drought is chronic and poverty is widespread, families reproduce their livelihood and comunero culture through a variety of integrated economic, subsistence, and social practices. Based on fieldwork spanning years of extreme climate changes, this vividly detailed ethnography of daily life in a peasant community explores the full range of income-generating and resource management strategies and forms of cooperative mutual assistance that are available to these households. One family's story is highlighted to illustrate the extraordinary resiliency of these communities despite the harsh ecological and, at times, social and political environments in which they are situated. The book places these descriptions within the political economy of development in Chile's current transition to democracy. While the state is more attentive to rural poverty in the post-dictatorship era, some programs and policies informed by a discourse of modernization and standardization limit these traditionally flexible livelihood options.
