Of the four sets Of figures submitted, we believe the set computed by us to be the most nearly correct. The figures Of the Manufacturers' Telephone Com pany are too optimistic, while those presented by the Chicago Telephone Company are too pessimistic. Reducing the compensation to the city to three per cent. Would affect our estimate of the net earning capacity Of the Manufacturers' project quite materially, but even this would not enable that company to derive sufficient funds from the proposed rates and method Of charging to meet reasonable depreciation charges and pay interest on the investment, but would still leave an annual deficit Of approximam $31 1 000.
