Canute S. Thompson examines the nexus between the place and scope of the educational enterprise of a country and a country's developmental prospects and experience. His central claim is that the sustainable development of a country is a function of the quality of its education system and the levels to which its citizens are educated. He argues that in this calculus, the quality of post-secondary and tertiary education systems is a determinant of a country's prospects for development. In examining the issue of underdevelopment facing the Caribbean, Thompson explains that institutions of higher learning in the region face the imperative of finding ways of becoming both more accessible and more relevant to the developmental needs of the region. Taking account of the provisions of the General Agreement on Trades in Services, he points to the disadvantages this trading arrangement poses for higher education institutions in small developing states and suggests ways in which the vulnerabilities these institutions face may be addressed. While asserting that higher education institutions, including and especially the University of the West Indies, must find ways to remain viable in a highly competitive marketplace, Thompson argues that governments of the region have a duty to ensure the survival and success of these institutions. In this vein, he advances recommendations for the public funding of access to higher education. Thompson also examines impediments to development - such as crime, the decline in social activism, weak institutional processes and leadership, and public mistrust - and explores their connection to education. He concludes that the path to sustainable regional development is dependent on improving the quality of, and access to, education, and that such improvements will in turn help contain crime, inspire social activism, strengthen institutional processes and leadership, and ultimately restore public trust.

Disability and Inequality:Socioeconomic Imperatives and Public Policy in Jamaica explores the lived experiences of persons with disabilities (PWDs) in Jamaica, examining measurable socioeconomic deficits that establish PWDs are more likely to experience inferior education, training, and labor market outcomes compared to persons without disabilities. The author provides an evidence-based, theoretically grounded, and implementable public policy framework, called Framework of Key Determinants for Political and Socioeconomic Inclusion of PWDs, which advances anti-discrimination legislation and a twin-track policy schema with interconnected enablers of human rights. Using this framework, Jamaica, the Caribbean, and other Southern countries looking for methods and strategies to fulfill commitments set out by the United Nations' Convention on the Rights of Persons with Disabilities will find approaches to sustain existing progress, and address structural systemic deficits which continue to deny PWDs long-term sustainable development.

This book is a sequel to the World Bank's World Development Report 2013: Jobs. The central message of that report was that job creation is at the heart of development. Jobs raise living standards and lift people out of poverty, they contribute to gains in aggregate productivity, and they may even foster social cohesion. In doing so, jobs may have spillovers beyond the private returns they offer to those who hold them. Poverty reduction is arguably a public good, making everybody better off; higher productivity spreads across co-workers, clusters, and cities; and social cohesion improves the outcomes of collective decision-making. But which jobs make the greatest contribution to development and what policies can facilitate the creation of more of these jobs? There is no universal answer - it depends on the country's level of development, demography, natural endowments, and institutions. This volume explores the diversity of jobs challenges and solutions through case studies of seven developing countries. These countries, drawn from four continents, represent seven different contexts - a small island nation (St. Lucia), a resource-rich country (Papua New Guinea), agrarian (Mozambique), urbanizing (Bangladesh), and formalizing (Mexico) economies, as well as young (Tunisia) and aging (Ukraine) populations. Using methods drawn from several branches of economics and the social sciences more broadly and analyzing a wide range of data, the authors show the different ways in which jobs have contributed to social and economic development in the countries they have studied and how they can contribute in the future. The policy priorities vary accordingly. They often extend well beyond traditional labor market instruments to include policy areas not typically considered in national growth strategies.
