The wntmgs by Japanese and Gennan economists presented here originated against the backdrop of ongoing globalization processes and notable fluctuations in regional economic dynamics observable at the same time, primarily in the East and South East Asian area. They provided the occasion for these writers to come to tenns with globalization processes, and in particular with the stabilizing and destabilizing elements at work in them. This is the basis for their investigation of the options provided by economics and economic policy for stabilizing an ever more tightly interwoven world economy. The regional focal points of the contributions are the East Asian realm and the European Union, and the points of view are in every case both from the Japanese and the Gennan side. Questions of international competition and mechanisms of the spread of the crisis in the wake of globalization processes lie at the centre of the analyses by Hisashi Watanabe and Willy Kraus. Hisashi Watanabe focusses on the relationship, an especially important one from the Japanese perspective, between Japan and South Korea and takes up the problem of South Korea's demand that Japan should energetically promote its own transition to a service-sector-oriented society and withdraw from certain areas of manufacturing. This, it is argued, will grant Japan's Asian neighbours better chances for development and make a positive contribution to the economic stabilization of the region.

The central theme of this book is national land and infrastructure design in the age of the declining population and the recovery from the Great East Japan Earthquake in the affected regions in Japan. Based on the theory of spatial economics and evidence from Japanese history, the authors show that the growing economy with a population increase develops into a multi-cored and complex structure. In the population decline phase, however, such construction will be destabilized because of agglomeration economies in the central core. Then, a catastrophic shock that strikes may provoke the decline of the lower-rank-size provincial cities and their eventual disappearance if they compete only in lower prices of staple products. Not only is the practice bad for the residents; it also leads to lower national welfare resulting from the loss of diversity and overcrowded big cities. The authors argue that small local towns can recover and will be sustained if they will endeavor in innovative production by making good use of local natural resources and social capital. Under the ongoing declining population in Japan, an undesirable concentration in Tokyo will proceed further with increasing social cost and risk. The recent novel coronavirus pandemic has highlighted that concern.

Political scandals, governmental instability and the poison-gas attack in central Tokyo show that Japan is passing through a serious social crisis. It affects virtually every social unit: family, school, company, political parties, religions and the nation. And it worries every segment of the population, young and old, men and women, management and labour, the elite and the plebe. Among other things, workers are growing dissatisfied with company life, families are undermined by discord and divorce, even the ruling Liberal Democratic Party collapsed (as did many of its opponents). The Japanese are ever harder to lead and the politicians, bureaucrats and businessmen who once led them are increasingly ineffective. Thus, while many reforms are mooted, and some are initiated, very few are actually implemented. Under these conditions, the many negative trends cannot be halted - let alone reversed - and the crisis should worsen.
