Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. This book revisits post-Cold War Disarmament Disintegration and Reintegration (DDR) programmes in the light of previous experiences of disarmament, demobilisation and reintegration. In the history of North America and Europe, in particular, such programmes had a major impact on state-building, contributing to the development of the welfare state, shaping political settlements and directing government policy to maintain social peace. The authors in this important book ask what is left of these state-building dimensions in contemporary DDR programmes and whether the constraints imposed by international organisations on DDR programmes have more negative effects than positive ones. The role of political leadership in DDR processes is highlighted: can bureaucratically-driven processes deliver success? Only if political elites take full control and manage DDR programmes can there be a lasting impact on state-building. Even then, most political elites avoid deep changes in their relationship with the veterans. Is there a chance of reshaping international intervention in such a way as to favour the development of a 'social contract' between political elites and veterans? In taking a historical perspective, this book is unique in the existing literature on DDR and will be essential reading for policy makers, students and scholars of conflict studies, and those working in NGOs, particularly donor agencies. This book provides a critical analysis of the changing discourse and practice of post-conflict security-promoting interventions since the Cold War, such as disarmament, demobilization and reintegration (DDR), and security-sector reform (SSR) Although the international aid and security sectors exhibit an expanding appetite for peace-support operations in the 21st Century, the effectiveness of such interventions are largely untested. This book aims to fill this evidentiary gap and issues a challenge to 'conventional' approaches to security promotion as currently conceived by military and peace-keeping forces, drawing on cutting-edge statistical and qualitative findings from war-torn areas including Afghanistan, Timor Leste, Sudan, Uganda, Colombia and Haiti. By focusing on specific cases where the United Nations and others have sought to contain the (presumed) sources of post-conflict violence and insecurity, it lays out a new research agenda for measuring success or failure. Conflict among nations for forty-five years after World War II was dominated by the major bipolar struggle between the United States and the Soviet Union. With the end of the Cold War; states in differing legions of the world are taking their affairs more into their own hands and working out new arrangements for security that best suit their needs. This trend toward new &"regional orders&" is the subject of this book, which seeks both to document the emergence and strengthening of these new regional arrangements and to show how international relations theory needs to be modified to take adequate account of their salience in the world today. Rather than treat international politics as everywhere the same, or each region as unique, this hook adopts a comparative approach. It recognizes that, while regions vary widely in their characteristics, comparative analysis requires a common typology and set of causal variables. It presents theories of regional order that both generalize about regions and predict different patterns of conflict and cooperation from their individual traits. The editors conclude that, in the new world of regional orders, the quest for universal principles of foreign policy by great powers like the United States is chimerical and dangerous.
