For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

By the end of the eighteenth century, Peru had witnessed the decline of its once-thriving silver industry, and it had barely begun to recover from massive population losses due to smallpox and other diseases. At the time, it was widely believed that economic salvation was contingent upon increasing the labor force and maintaining as many healthy workers as possible. In Medicine and Politics in Colonial Peru,Adam Warrenpresents a groundbreaking study of the primacy placed on medical care to generate population growth during this era. The Bourbon reforms of the eighteenth century shaped many of the political, economic, and social interests of Spain and its colonies. In Peru, local elites saw the reforms as an opportunity to positively transform society and its conceptions of medicine and medical institutions in the name of the Crown. Creole physicians in particular, took advantage of Bourbon reforms to wrest control of medical treatment away from the Catholic Church, establish their own medical expertise, and create a new, secular medical culture. They asserted their new influence by treating smallpox and leprosy, by reforming medical education, and by introducing hygienic routines into local funeral rites, among other practices. Later, during the early years of independence, government officials began to usurp the power of physicians and shifted control of medical care back to the church. Creole doctors, without the support of the empire, lost much of their influence, and medical reforms ground to a halt. As Warren’s study reveals, despite falling in and out of political favor, Bourbon reforms and creole physicians were instrumental to the founding of modern medicine in Peru, and their influence can still be felt today.

La República Dominicana se destaca por ser una economía en rápido crecimiento que no le ha sido posible generar una reducción proporcional en la pobreza. Tres razones han sido planteadas anteriormente para explicar esta paradoja: (i) un mercado laboral que no traduce el aumento de la productividad en aumentos salariales; (ii) una economía interna con débiles encadenamientos intersectoriales; (iii) y un sector público que ni gasta lo suficiente, ni particularmente bien, para reducir la pobreza. Además, el país permanece mayormente expuesto a desastres naturales y choques exógenos que, si no se mitigan adecuadamente, pueden afectar la sostenibilidad del crecimiento a largo y mediano plazos. Esta obra conjuga varios análisis empíricos que exploran tres hipótesis complementarias que podrían ayudar a entender porqué la República Dominicana, aún hoy, sigue experimentando altas tasas de crecimiento económico con reducción limitada de la pobreza. La primera hipótesis trata de probar si el patrón de rápido crecimiento económico con la pobreza persistente que se observa en la RD lo impulsa en parte una metodología de la pobreza que no toma en cuenta la variación de precios que claramente afecta los patrones de consumo de los hogares de ingresos bajo y aquéllos de mejor posición económica. Si se sostiene esa hipótesis, la RD puede enfrentar una situación en la cual se subestiman los ingresos del hogar con respecto a los hogares en el extremo inferior de la distribución. La segunda hipótesis intenta validar si el patrón de especialización en la RD podría ser tal que no favorece la mano de obra no calificada. Si se sostiene esa hipótesis, entonces el rendimiento del capital probablemente es mucho mayor que el rendimiento de la mano de obra lo que podría ser un indicio de que la RD ha tenido una ventaja comparativa en productos que son de uso intensivo de capital. La tercera hipótesis investiga si la pobreza y la desigualdad salarial en la RD se ven afectadas no solo por la inmigración, sino también por la emigración. El aporte del volumen, por tanto, descansa precisamente en ofrecer una exploración más cuidadosa de los asuntos específicos que giran en torno a explicaciones comunes para las deficiencias de la RD en reducir la pobreza de manera más rápida.

This Peru Country Program Evaluation for the World Bank Group, 2003-2009 is part of IEG s country program evaluation series. To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. Natural resource extraction has fueled protest movements in Latin America and existing research has drawn considerable scholarly attention to the politics of antimarket contention at the national level, particularly in Ecuador, Bolivia, and Argentina. Despite its residents reporting the third-highest level of protest participation in the region, Peru has been largely ignored in these discussions. In this groundbreaking study, Moisés Arce exposes a longstanding climate of popular contention in Peru. Looking beneath the surface to the subnational, regional, and local level as inception points, he rigorously dissects the political conditions that set the stage for protest. Focusing on natural resource extraction and its key role in the political economy of Peru and other developing countries, Arce reveals a wide disparity in the incidence, forms, and consequences of collective action. Through empirical analysis of protest events over thirty-one years, extensive personal interviews with policymakers and societal actors, and individual case studies of major protest episodes, Arce follows the ebb and flow of Peruvian protests over time and space to show the territorial unevenness of democracy, resource extraction, and antimarket contentions. Employing political process theory, Arce builds an interactive framework that views the moderating role of democracy, the quality of institutional representation as embodied in political parties, and most critically, the level of political party competition as determinants in the variation of protest and subsequent government response. Overall, he finds that both the fluidity and fragmentation of political parties at the subnational level impair the mechanisms of accountability and responsiveness often attributed to party competition. Thus, as political fragmentation increases, political opportunities expand, and contention rises. These dynamics in turn shape the long-term development of the state. Resource Extraction and Protest in Peru will inform students and scholars of globalization, market transitions, political science, contentious politics and Latin America generally, as a comparative analysis relating natural resource extraction to democratic processes both regionally and internationally.

This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice.
