Less than a year after the United States entered the Second World War, Nicholas Spykman wrote a book that placed the war effort in the broader context of the 1940s global balance of power. In America's Strategy in World Politics, Spykman examined world politics from a realist geopolitical perspective. The United States, he explained, was fighting for its very survival as an independent country because the conquests of Germany and Japan raised the specter of our geopolitical encirclement by hostile forces controlling the power centers of Europe, the Middle East, and East Asia. Spykman warned that the United States could not safely retreat to a defensive position in the Western Hemisphere. Spykman looked beyond the immediate strategic requirements of the Second World War, envisioning a postwar world in which the United States would help shape the global balance of power to meet its security needs. Even though Soviet Russia was our wartime ally, Spykman recognized that a geopolitically unbalanced Soviet Union could threaten to upset the postwar balance of power and thereby endanger U.S. security. Spykman also foresaw the rise of China in postwar Asia, and the likely need for the United States to ally itself with Japan to balance China's power. He also recognized that the Middle East would play a pivotal role in the postwar world. Spykman influenced American postwar statesmen and strategists. During the Cold War, the U.S. sought to deny the Soviet Union political control of Western Europe, the Middle East, and East Asia. Spykman's geopolitical vision of U.S. security, supported by a balanced Eurasian land mass, coupled with his focus on power as the governing force in international relations, makes America's Strategy in World Politics relevant to the twenty-first century.

The United States today is the most powerful nation in the world, perhaps even stronger than Rome was during its heyday. It is likely to remain the world's preeminent power for at least several decades to come. What behavior is appropriate for such a powerful state? To answer this question, Robert J. Art concentrates on "grand strategy"-the deployment of military power in both peace and war to support foreign policy goals. He first defines America's contemporary national interests and the specific threats they face, then identifies seven grand strategies that the United States might contemplate, examining each in relation to America's interests. The seven are: •dominion-forcibly trying to remake the world in America's own image; • global collective security-attempting to keep the peace everywhere; •regional collective security-confining peacekeeping efforts to Europe; • cooperative security-seeking to reduce the occurrence of war by limiting other states' offensive capabilities; • isolationism-withdrawing from all military involvement beyond U.S. borders; •containment-holding the line against aggressor states; and •selective engagement-choosing to prevent or to become involved only in those conflicts that pose a threat to the country's long-term interests. Art makes a strong case for selective engagement as the most desirable strategy for contemporary America. It is the one that seeks to forestall dangers, not simply react to them; that is politically viable, at home and abroad; and that protects all U.S. interests, both essential and desirable. Art concludes that "selective engagement is not a strategy for all times, but it is the best grand strategy for these times."

Contrary to widespread belief, the United States has been following a broadly consistent grand strategy across presidential administrations for more than a century by using American power to create and expand the liberal international system. This liberal order is the outer perimeter of American security. Today, after the wars in Iraq and Afghanistan, some are calling for a policy of restraint or pulling back because they believe America is relatively safe and its resources are overstretched. Paul D. Miller argues that they are wrong. American security and the liberal international order need US leadership and are in jeopardy from nuclear-armed autocracies, violent non-state actors, and the failed states who harbor them. In response, the United States should not pull back but should continue to promote five pillars of American grand strategy: maintaining a favorable balance of power among the great powers, defending the U.S. homeland from attack, promoting democracy, investing in good governance abroad, and punishing rogue actors that threaten allies or the stability of the international system. Miller does however call for reprioitzing where around the globe the United States should focus its energies in the future, and he proposes common sense reforms to the US national security state so as to better manage foreign policy.
