Ten years have elapsed since the fall of the Berlin Wall, which served as a fitting symbol for the end of the Cold War. That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

NATO member states are all undergoing some form of military transformation. Despite a shared vision, transformation has been primarily a US-led process centered on the exploitation of new information technologies in combination with new concepts for "networked organizations" and "effects-based operations." Simply put, European states have been unable to match the level of US investment in new military technologies, leading to the identification of a growing "transformation gap" between the US and the European allies. This book assesses the extent and trajectory of military transformation across a range of European NATO member states, setting their transformation progress against that of the US, and examining the complex mix of factors driving military transformation in each country. It reveals not only the nature and extent of the transatlantic gap, but also identifies an enormous variation in the extent and pace of transformation among the European allies, suggesting both technological and operational gaps within Europe.

While faith in the Enlightenment was waning elsewhere by 1850, at the United States Military Academy at West Point and in the minds of academy graduates serving throughout the country Enlightenment thinking persisted, asserting that war was governable by a grand theory accessible through the study of military science. Officers of the regular army and instructors at the military academy and their political superiors all believed strongly in the possibility of acquiring a perfect knowledge of war through the proper curriculum. A Scientific Way of War analyzes how the doctrine of military science evolved from teaching specific Napoleonic applications to embracing subjects that were useful for war in North America. Drawing from a wide array of materials, Ian C. Hope refutes earlier charges of a lack of professionalization in the antebellum American army and an overreliance on the teachings of Swiss military theorist Antoine de Jomini. Instead, Hope shows that inculcation in West Point’s American military curriculum eventually came to provide the army with an officer corps that shared a common doctrine and common skill in military problem solving. This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.
