The world's 58 poorest countries are diverse in many respects, but they share the characteristic of a labor force overwhelmingly dependent on agriculture. Challenging the assumption that mass poverty and chronic hunger are insoluble problems, this book systematically explores the multiple aspects of economic development in these countries, which are home to 60 percent of the world's population. The authors offer a broad-based development strategy to raise incomes through agricultural productivity growth and expanded rural employment. They present rich new information on the rural informal sector and on agriculture-industry interactions, and they analyze the impact of macroeconomic and social policies on the rural economy. Policy instruments aimed at bringing about broad-based development are carefully assessed from fiscal policy to development of hew seeds and farm implements. The book includes detailed case studies of countries that have seized—or missed—development opportunities. Comparison of the successful economic transformations of Japan and the United States shows how key ideas, which the authors call strategic notions, have enabled policymakers to act with foresight. Analyses of strategic choices in China, the Soviet Union, Taiwan, Mexico, Kenya, and Tanzania also show how development strategies that emerge from the real-world political economy reflect a mix of individual interests and strategic notions.

Many African countries have experienced unprecedented rates of economic growth in recent years, yet their economic transformations display features that could constrain their future growth prospects. Patterns of urbanization without industrialization, rapid growth of low productivity jobs in the informal economy, and a neglected agricultural sector with increased need for important foods are all areas for concern as Africa continues to develop. Using Ghana as a case study, Ghana's Economic and Agricultural Transformation: Past Performance and Future Prospects integrates economic and political analysis to explore the challenges and opportunities of Africa's transformation. It examines Ghana's overall economic performance since it went through a major Structural Adjustment Program in the early 1980s, and provides an in-depth empirical analysis of the broader economy and the agricultural sector over the last four decades. It explains why Ghana has not transformed its economy more substantially, why its agriculture sector has not played a greater role beyond cocoa production, and what must be done in the future to achieve a successful transformation. A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Trade will have an important role at the global level in generating the growth necessary for reducing extreme poverty to 3 percent and boosting prosperity for the poorest 40 percent by 2030. To identify the most important challenges that exist in maximizing the positive impact of trade on poverty, we need to understand who the poor are, where they are, and what economic activities they undertake. To this end, the study highlights particularly relevant dimensions of poverty: rural poverty in remote areas, informality, fragile and conflict situations, and women. For each of these issues, this study considers the main traderelated barriers and challenges, along with policy responses to address them. It shows the importance of the multilateral trading system and of the Doha Round, as well as the important role of the WBG and WTO in promoting coherence and implementing trade policies in a way that delivers the greatest possible benefits for the poor.

The multiple indicator-multiple cause (MIMIC) method is a well-established tool for measuring informal economic activity. However, it has been criticized because GDP is used both as a cause and indicator variable. To address this issue, this paper applies for the first time the light intensity approach (instead of GDP). It also uses the Predictive Mean Matching (PMM) method to estimate the size of the informal economy for Sub-Saharan African countries over 24 years. Results suggest that informal economy in Sub-Saharan Africa remains among the largest in the world, although this share has been very gradually declining. It also finds significant heterogeneity, with informality ranging from a low of 20 to 25 percent in Mauritius, South Africa and Namibia to a high of 50 to 65 percent in Benin, Tanzania and Nigeria.
