C., April 10-13, 1916 The third step is to formulate a financial policy to carry into effect what we are advocating. It is evident that we must look forward to increased taxation in all its forms. But in providing for the national defense, we are planning for the future as well as the present, and therefore the burden should be distributed beyond one generation. The Navy League, through its officers, has, from time to time, advocated a national bond issue. In some quarters that was interpreted, or misinterpreted, as meaning an appropri ation of That was not the idea Of the League.
