Excerpt from A Practical Treatise on the Manufacture of Portland Cement In the somewhat censorious remarks, which Mr. Lipowitz considers it necessary to make regarding English Cement and its manufacturers, I will simply observe that a fair share of his reproof, in my opinion, should be borne by his countrymen; when excessive rivalry exists amongst merchants in supplying an imported article, like Cement, the tricks and evasions practised can only be successfully encountered by the vigilance of the consumer. Were rigid tests universally applied, adulterated or inferior Cement would cease to be made. N o manufacturer would be found to risk the production of an article that could not find a market.
