But, they are also expressions that represent an old, if unstable, history. Beginning with an examination of the early nineteenth century labeling of mental retardation as "idiocy," to what we call developmental, intellectual, or learning disabilities, Mental Retardation in America chronicles the history of mental retardation, its treatment and labeling, and its representations and ramifications within the changing economic, social, and political context of America. Current estimates suggest that between one and three percent of people living in the United States will receive a diagnosis of mental retardation. Mental retardation, a condition characterized by deficits in intellectual capabilities and adaptive behavior, can be particularly hard to diagnose in the mild range of the disability. The U.S. Social Security Administration (SSA) provides income support and medical benefits to individuals with cognitive limitations who experience significant problems in their ability to perform work and may therefore be in need of governmental support. Addressing the concern that SSA's current procedures are consistent with current scientific and professional practices, this book evaluates the process used by SSA to determine eligibility for these benefits. It examines the adequacy of the SSA definition of mental retardation and its current procedures for assessing intellectual capabilities, discusses adaptive behavior and its assessment, advises on ways to combine intellectual and adaptive assessment to provide a complete profile of an individual's capabilities, and clarifies ways to differentiate mental retardation from other conditions.

According to Edward Shorter, just forty years ago the institutions housing people with mental retardation (MR) had become a national scandal. The mentally retarded who lived at home were largely isolated and a source of family shame. Although some social stigma still attaches to the people with developmental disabilities (a range of conditions including what until recently was called mental retardation), they now actively participate in our society and are entitled by law to educational, social, and medical services. The immense improvement in their daily lives and life chances came about in no small part because affected families mobilized for change but also because the Kennedy family made mental retardation its single great cause. This book contributes to the growing scholarly interest in the history of disability by investigating the emergence of 'idiot' asylums in Victorian England. Using the National Asylum for Idiots, Earlswood, as a case-study, it investigates the social history of institutionalization, privileging the relationship between the medical institution and the society whence its patients came. By concentrating on the importance of patient-centred admission documents, and utilizing the benefits of nominal record linkage to other, non-medical sources, David Wright extends research on the confinement of the 'insane' to the networks of care and control that operated outside the walls of the asylum. He contends that institutional confinement of mentally disabled and mentally ill individuals in the nineteenth century cannot be understood independently of a detailed analysis of familial and community patterns of care. In this book, the family plays a significant role in the history of the asylum, initiating the identification of mental disability, participating in the certification process, mediating medical treatment, and facilitating discharge back into the community. By exploring the patterns of confinement to the Earlswood Asylum, Professor Wright reveals the diversity of the 'insane' population in Victorian England and the complexities of institutional committal in the nineteenth century. Moreover, by investigating the evolution of the Earlswood Asylum, it examines the history of the institution where John Langdon Down made his now famous identification of 'Mongolism', later renamed Down's Syndrome. He thus places the formulation of this archetype of mental disability within its historical, cultural, and scientific contexts.
