The European Union has long played a leadership role in the global response to climate change, including the development and dissemination of climate-friendly technologies such as renewable energy. EU diplomacy has been a vital contributor to the development of international cooperation on climate change through the agreement of the United Nations Climate Convention, its Kyoto Protocol and, most recently, the Paris Agreement. In addition, the election of Donald Trump as President of the United States means that the EU contribution to climate diplomacy will become more important still, both in filling the leadership gap (together with other major economies) and in responding to any sabotage by the Trump administration. This book will extend knowledge of the EU as a key actor in climate diplomacy by bringing together leading practitioners and researchers in this field to take stock of the EU’s current role and emerging issues. This volume presents an Empirical Model of Global Climate developed by the authors and uses that model to show that global warming will likely remain below 2°C, relative to preindustrial, throughout this century provided: a) both the unconditional and conditional Paris INDC commitments are followed; b) the emission reductions needed to achieve the Paris INDCs are carried forward to 2060 and beyond.The first section of the book provides a short overview of Earth's climate system, describing and contrasting climatic changes throughout the planet's history and anthropogenic changes post-Industrial Revolution. The second section describes the climate model developed by the authors (Canty et al., Atmospheric Chemistry and Physics, 2013) and contrasts the model with climate models used in the Intergovernmental Panel on Climate Change (IPCC) 2013 Report. Chapter 3 examines both the unconditional (i.e., firm commitments) and conditional Paris INDCs (commitments contingent on financial flow and/or technology transfer) through the lens of their climate model and concludes that if all of the Paris INDCs are followed, then they are indeed a beacon of hope for Earth's climate. The fourth part of the book offers a perspective of energy needs and subsequent emissions reductions required to meet the Paris temperature goals, illuminating challenges faced both in the developing world and the developed world.Throughout the book, easy-to-understand charts and graphics illustrate concepts. The issue of climate change is now widely recognised as one of the major challenges for mankind in the 21st century, not only because it may ultimately affect many areas of our environment, nature and human activity but also because its mitigation may have far reaching consequences for almost all sectors of the economy where energy conversion takes place. Although climate change is firmly positioned on the political agenda and some initial targets have been agreed within a global framework, we are still far away from a mature political and practical policy which may deliver timely and appropriate results .to tum the tide. This is partly due to the complex nature of a possible global climate change regime, the still early stage of the development of effective and efficient instruments and the wide variety of possible ramifications for individual countries and economic sectors. But it is also due to the complexity of the negotiation process, and the lack of effective international or even global governance and leadership to tackle a multi-dimensional problem of this size and nature. This book is the first broad attempt to address the issue of leadership by one of the major parties to the UN Framework Convention on Climate Change in the ongoing international debate and negotiations towards such a policy which inevitably has to be constructed on a global scale.
