The future of the Taiwan Strait is more wide open than at any other time in recent decades. Tensions between China and Taiwan have eased since 2008. But the movement toward full rapprochement remains fragile. Whether the two sides of the Strait can sustain and expand a cooperative relationship after years of mutual distrust and fear is still uncertain. The waters of the Strait are uncharted, and each side worries about shoals beneath the surface. The current engagement between Beijing and Taipei may make possible a solution to their six-decade-long dispute. Whether, when, and how that might happen is, however, shrouded in doubt. China fears the island's permanent separation, by way of either an overt move to de jure independence or continued refusal to unify with the mainland. Taiwan fears subordination to an authoritarian regime that does not have Taipei's interests at heart. And the United States worries about the stability of the East Asian region. Richard Bush, who studied issues surrounding Taiwan during almost twenty years in the U.S. government, explains the current state of relations between China and Taiwan, providing the details of what led to the current situation. Adopting a critical political economy perspective this book sheds new light on the social and political struggles that shaped the political dynamics of Taiwan-China relations and cross-Strait rapprochement between 2008 and 2014. Presenting a careful analysis of primary sources and interviews, the book reconstructs the historical, political and socio-economic factors that shaped Taiwan’s path to the Sunflower Movement of 2014, reinterpreting this process as a struggle over Taiwan’s role in the global economy. It challenges received wisdoms regarding the rise and fall of the rapprochement: First, the study argues that the rapprochement was not primarily driven by political elites but by capitalist conglomerates within Taiwan, which sought a normalisation of economic relations across the Taiwan Strait. Second, it finds that Taiwan’s social movements during that period were not homogeneous but rather struggled to find a common vision that could unite the critics of the rapprochement. The insights provided not only offer a deeper understanding of Taiwan’s protest cycle between 2008 and 2014, but also serve to recontextualise the political dynamics in post-Sunflower Taiwan. As such it will appeal to students and scholars of Taiwan Studies, East Asian Politics and Social Movement Studies.

This book presents an interdisciplinary examination of cross-Taiwan Strait relations and the complex dynamics at play in the region. Since the election of Ma Ying-jeou as Taiwan’s president in 2008, the relationship across the Taiwan Strait—long viewed as one of Asia’s most volatile potential flashpoints—has experienced a remarkable détente. Whether the relationship has been truly transformed, however, remains an open question and the Taiwan Strait remains a central regional and global security issue. A return to turbulence in the Taiwan Strait could also add a new dimension of instability in the already tense maritime disputes in the East and South China Seas. While the relationship across the Taiwan Strait remains critically important, it is also changing rapidly, and the chapters in this volume present new thinking to help make sense of complex cross-Strait dynamics. Specifically, these essays explore different security and/or globalization dimensions of China-Taiwan ties as well as the globalization-security linkages that have emerged. As the balance of power in Asia shifts dramatically, several chapters in this volume explore how traditional security forces are evolving. China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it is not merely a security problem, but a ganglion of interrelated puzzles. The optimistic hope of the Ma Ying-jeou administration for a new era of peace and cooperation foundered on a landslide victory by the Democratic Progressive Party, which has made clear its intent to distance Taiwan from China’s political embrace. The Taiwanese are now waiting with bated breath as the relationship tautens. Why did détente fail, and what chance does Taiwan have without it? How Taiwan can overcome internal stresses and the threat from China Taiwan was a poster child for the “third wave” of global democratization in the 1980s. It was the first Chinese society to make the transition to democracy, and it did so gradually and peacefully. But Taiwan today faces a host of internal issues, starting with the aging of society and the resulting intergenerational conflicts over spending priorities. China’s long-term threat to incorporate the island on terms similar to those used for Hong Kong exacerbates the island’s home-grown problems. Taiwan remains heavily dependent on the United States for its security, but it must use its own resources to cope with Beijing’s constant intimidation and pressure. How Taiwan responds to the internal and external challenges it faces—and what the United States and other outside powers do to help—will determine whether it is able to stand its ground against China’s ambitions.
