Focusing on Shenzhen as a representation of the general urban village phenomenon in China, this book considers the impact of China’s economic reform on urbanization and urban villages over the past three decades. Shenzhen’s urban villages are some of the first of their kind in China, unique in their diversity and organizational capacity, but most notably in their ability to protect village culture whilst coexisting with Shenzhen, one of the fastest urbanizing cities on earth. This is typically understood as a story of growth, encompassing rapid development and economic dynamism alongside environmental degradation and social dislocation. However, over the past decade, China’s leaders have claimed that the country’s urbanization has entered a new stage that prioritizes “quality.” What does China’s new urban vision entail, and what does the future hold in store? Richard Hu unpacks recent trends in urban planning and development to explore the making and imagining of the contemporary Chinese city. He focuses on three key concepts—the “green revolution,” “smart city movement,” and “great innovation leap forward”—that have become increasingly influential. This book unravels China’s new megaregional structure, new megaregional planning and development, new megaregional governance, and new regional planning system. It draws upon a diversity of megaregional cases: city clusters of the Beijing–Tianjin–Hebei region, Yangtze River delta region, and Greater Bay Area; and metropolitan circles of Chengdu, Hangzhou, Hong Kong, Shanghai, Shenzhen, and Zhengzhou. Megaregions are the new form of Chinese-style urbanisation. China’s new discourse of ‘high-quality development’ and ‘new-type urbanisation’ is reshaping its megaregional strategy. Imbalance and fragmentation characterise the diversity of megaregions - developed or developing, coastal or inland. The central goal of megaregional planning and governance is to achieve integrated, balanced development of them. Hu challenges the official notion of ‘top-level design’ that dominates the planning, governance, and development of China’s megaregions. In the past China’s capital market featured prevalent state ownership and a weak legal environment. It has, however, achieved very substantial development in the past two decades. China has surpassed Japan as the world’s second-largest stock market and has also emerged as a leading player in green bonds and Fintech markets.
