This book traces the expansion of Islamisation within a modern and plural state such as Malaysia. It elaborates on how elements of theology, sacred space, resources, and their interactivity with secular instruments such as legislative, electoral, and new social technological platforms are all instrumentally employed to consolidate a divine bureaucracy. The book makes the point that religious social movements and political parties are only few of the important agents of Islamisation in society. The other is the modern and secular state structure itself. Weber’s legal rational bureaucracy or Hegel’s ethical bureaucracy predominantly characterises a modern feature of governmentality. In this instance an Islamic bureaucracy is advantageously situated not only within an ambit of modernity and therefore legality, but divinity and therefore sacrality as well. This positioning gives religious state agents more salience than any other form of bureaucracy leading to their unquestioned authority in the current contexts of societies with Muslim majority rule. One of the requisites of this condition is the homogenisation of Islam followed by ring-fencing of its constituents. The latter can involve contestations with women, other genders, ‘secular’ Muslims, non-Muslims as well as dissenting Muslims with their differing truthful ‘Islams’.

While the media tends to pay the most attention to violent secessionist movements or peaceful independence movements, it is just as important to understand why there are regions where political movements for autonomy fail to develop. In neglecting regions without political movements or full-blown independence demands, theories may be partial at best and incorrect at worst. State Institutions, Civic Associations, and Identity Demands examines over a dozen regions, comparing and contrasting successful cases to abandoned, unsuccessful, or dormant cases. The cases range from successful secession (East Timor, Singapore) and ongoing secessionist movements (Southern Philippines), to internally divided regional movements (Kachin State), low-level regionalist stirrings (Lanna, Taiwan), and local but not regional mobilization of identity (Bali, Minahasan), all the way to failed movements (Bataks, South Maluku) and regions that remain politically inert (East and North Malaysia, Northeast Thailand). How do you prove that you're Muslim? This is not a question that most believers ever have to ask themselves, and yet for members of India's Ahmadiyya Muslim Community, it poses an existential challenge. The Ahmadis are the minority of a minority—people for whom simply being Muslim is a challenge. They must constantly ask the question: What evidence could ever be sufficient to prove that I belong to the faith? In Far from the Caliph's Gaze Nicholas H. A. Evans explores how a need to respond to this question shapes the lives of Ahmadis in Qadian in northern India. Qadian was the birthplace of the Ahmadiyya community's founder, and it remains a location of huge spiritual importance for members of the community around the world. Nonetheless, it has been physically separated from the Ahmadis' spiritual leader—the caliph—since partition, and the believers who live there now and act as its guardians must confront daily the reality of this separation even while attempting to make their Muslimness verifiable. By exploring the centrality of this separation to the ethics of everyday life in Qadian, Far from the Caliph's Gaze presents a new model for the academic study of religious doubt, one that is not premised on a concept of belief but instead captures the richness with which people might experience problematic relationships to truth.
