This book addresses the strategic alignment between port authorities and their supply chain partners, with a focus on governance challenges. Many port (authority) managers are engaged in efforts to improve their strategic alignment with business partners in their proximate geographic region, yet the economic objectives pursued can vary widely. These objectives can include improvements in port competitiveness and stability of traffic flows, as well as better access to scarce resources such as land and capital, or simply more control over the logistics chain. Using various Benelux seaports as case studies, the authors of this volume show that improving strategic alignment can involve a wide variety of different governance choices, ranging from top-down to bottom-up alliance formation, from project-driven to multi-activity collaboration, and from long-term contracting to full-fledged mergers. Seaports, as part of urban centers, play a major role in the cultural, social and economic life of the cities in which they are located, and through the links they provide to the outside world. Port-cities in Europe have faced significant change, first with the loss of heavy industry, emergence of Eastern European democracies, and the widening of the European Community (now European Union) during the second half of the twentieth century, and more recently through drivers to change including the global Sustainable Development Agenda and the European Union Circular Economy Agenda. This book examines the role of modern seaports in Europe and consider how port-cities are responding to these major drivers for change. It discusses the broad issues facing European Sea Ports, including port life cycles, spatial planning, and societal integration. May 2019 saw the 200th anniversary of the first steam ship to cross the Atlantic between the US and England, and it is just over 60 years since the invention of the modern intermodal shipping container – both drivers of change in the maritime and ports industry. Today, most large port hubs include the circular economy transformation challenge, together with smart digitalization and Internet of Things (IoT), in their strategic priorities. However, many ports do not seem to have progressed beyond incremental, small-scale sustainable innovations or the support of rather fragmented sustainability initiatives. The scope of this book is to map China’s city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China’s historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China’s city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban–rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban–rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China’s sustainable development and carbon neutrality directions. The Silk Road of the 21st Century, announced by Chinese President Xi Jinping in 2013, will certainly change the world. It will definitely stimulate economic growth and prosperity in China, the rest of Asia and elsewhere. But how can we prevent the environmental damage and the increasing inequality on a planetary scale brought about by the construction of this “road” - or in reality: a network of highways, railways, sea routes and other connections? This book deals with the question for the Maritime branch of the new Silk Road and discusses relevant strategies and technologies for sustainable and responsible port innovation and development. The backbone of the study is formed by a number of case studies of port projects in and outside of China.
