Annotation The 19th century prevails in this anthology on the transformation of the late Ottoman state into modern Turkey. Thirty-three articles are arranged in three categories: the Ottoman socio-political transformation, the population movements of immigration and migration, and the formation of nation-states with politico-religious identities. Karpat (history, U. of Wisconsin) has a central aim: to counteract what would become bureaucratic Republican attempts by the Turkish Historical Society (formerly, the Ottoman Historical Society) to cut off Turkish history from its Ottoman past. The THS was able to do this by instead connecting the Republic with its earlier Central Asian roots, and by relying too heavily on European versions of Ottoman/Turkish history more unfavorable to things Ottoman. Topics include the social and economic transformation of Istanbul in the 19th century, Jewish population movements in the Ottoman Empire, Ottoman relations with the Balkan nations after 1683, and Romanian independence and the Ottoman state. The experience of democracy in Turkey since its introduction in 1950 has been bloody, chequered but persistent. This book is concerned with Turkey’s political evolution, the role of Kemalism, and why a social democratic alternative has never fully developed. Concentrating on the electoral weaknesses of the Turkish centre-left, represented by the Republican People’s Party (CHP), Sinan Ciddi examines the roles of nationalism and the political establishment and the role of Kemalist ideology. Established by Kemal Ataturk, the CHP is seen to be the founding party of modern Turkey. Kemalism sought to create a secular and democratic society based on the principles of republicanism, populism, secularism, nationalism and revolutionism. Although this leftist ideology became an integral part of Turkish politics by the early 1960s, it has remained a comparatively weak representative movement. Its strong ideological stance advocates an authoritarian and exclusionary position, particularly in relation to matters such as multiculturalism and democratisation, fuelling many debates concerning the role of religion and nationalism within Turkey and perpetuating elements of xenophobia and intolerance. Turkey's geographical position, between the Middle East and Europe and at the centre of the current upheavals in the USSR and the Balkans, has led to a reawakening of interest in its international standing. Meanwhile its domestic politics are of increasing interest and Turkey seems to have become a model for Liberal Democracy in Central Asia. David Hale focuses on the role of the military in contemporary politics. He author argues that the military has behaved quite differently from its counterparts in other third world states: it has acted in some degree as a guardian of the state, committed to economic and social modernisation. The book places contemporary politics in perspective by looking at the evolution of the armed forces in Turkey from the end of the eighteenth century. The author traces the role of the military through the establishment of the Republic, the military coups of 1960 and 1980, the gradual return to civilian government of the sixties and seventies, and the military disengagement from politics of 1983 onwards. Hale is interested in the army as an actor in the political drama rather than in the professional functions of soldiers, and his historical exposition reveals much about the modern scene.
