The challenges of sustainable development require that everybody, every institution and every nation work towards long-term strategies in order to move away from unsustainable practices. The same line of thinking applies to all nations around the Baltic Sea. A general challenge for the Baltic Sea region is to broaden the interest of people in discussions of national approaches supporting sustainability. Finding effective instruments to support the process of sustainable development in countries in transition with an emerging and largely inexperienced entrepreneur community and economically fragile, is as important as the promotion of long-term integrated sustainability strategies in countries which have well established democracies. The knowledge of the ongoing changes and the driving social, economic and ecological factors essential for the implementation of sustainable development in countries in transition must be broadened. A special need seen in the three Baltic countries - Lithuania, Latvia, and Estonia - as elsewhere in the Baltic region, is the need to avoid development patterns of - business as usual and to gain access to information and to advancements in sustainable development both in Europe and worldwide. The Baltic countries now joining the EU have to build capacity, for example by establishing teams of young researches to draw up sustainable development strategies at the national level, which are consistent with European strategies. A bottom-up flow from the grass-root level is required to change the pattern of development strategies in the Baltic countries. It was hosted by the BalticStudyNet project, which is part of the European Union's Erasmus Mundus programme for the global promotion of European higher education. The ageing of society does not stop at company owners. More and more companies have to be handed over to the new generation. This process is a challenge for all parties involved. The support of business transfer assistance is just as essential for the European economy as the promotion of start-ups because both are critical to the development of the European economy. Over 450.000 firms with over two million jobs are transferred to a new owner in the EU-28 each year. Around one-third of these transfers fail, and the companies are closed. The future growth and sustainability of innovative companies in the Baltic Sea Region are severely limited by failed business transfers. Furthermore, due to a lack of available and appropriate successors, many firms are liquidated rather than transferred. This publication is part of the project INBETS (www.inbets.eu), highlights the background to the current situation of business transfers in the Baltic Sea Region, and proposes a policy program to promote business successions and open up new target groups of potential successors. In 2004 the Baltic states - Estonia, Latvia, Lithuania - finalized their return to the West by joining NATO and the EU after definitively throwing off their 'captive nations' status by regaining independence in 1991. This has not, however, halted resurgent Russian revanchism in the region; given Russia's aggressive actions starting in Ukraine in 2014, defense of the Baltic has gained a new urgency and prominence. In The West's East, Lukas Milevski places the Baltic states in strategic and historical perspective. Through these nations' experiences, he sheds light on how independent states have been able to persist, despite being surrounded by predatory great powers. The work offers a deep overview of the region's history, from the indigenous Baltic tribes which populated it to the post-Cold War era, followed by recent political analogies of West-Russia relations. Analyses of today's strategic balance in the region indicate the various actors' geopolitical outlooks, strategic cultures, military capabilities, and non-military security vulnerabilities. As Milevski argues, the NATO-Russia relationship will play the major role in any potential conflict in the Baltic, but neutrals Finland and Sweden must also be factored into the strategic analysis. Using the logic of strategy he anticipates potential military interaction in the region step by step-from deterrence, to Russia's choice of offensive strategy, to area denial and NATO's return and break into the Baltic theater, and finally war termination-to determine the answer to the ultimate question: how much defense for the Baltic is enough?
