Excerpt from Statutes of Cornell University: Adopted by the Executive Committee May 19th, 1891, in Accordance With the Authority of the Board of Trustees Conferred October 30th, 1890 1. Subject to the Charter of the University and the laws of the State, the Board of Trustees has supreme control over the University, including each and every department, its property, conduct, and employes. 2. The officers of the Board shall be a Chairman, a Secretary, and a Treasurer. The Chairman shall be elected for the term for which he was chosen as a Trustee. The Secretary and Treasurer shall be elected according to the pleasure of the Board. The Secretary shall keep a record of the proceedings and have the same printed for the use of the members of the Board. 3. For the election of Trustees, ten members constitute a quorum, of whom eight votes shall be necessary to elect; for the transaction of other business eight members constitute a quorum. 4. There shall be three regular meetings of the Board in each year: one in Commencement week; one at a time to he fixed by the Executive Committee in the Winter, and one to be fixed by the same Committee in the Autumn. Notice of the Autumn and Winter meetings must tie given by the Secretary thirty days in advance of the date fixed upon. Special meetings of the Board may be called by the Chairman, or by the Secretary, on the written request of five Trustees. 5. The President, all full Professors, Acting Professors, and Associate Professors must be elected by the full Board. 6. The financial and material interests of the University are under the immediate direction and care of the following Committees, the members of each to hold office until their successors are appointed: The Finance Committee; the Land Committee; the Committee on Plans of Campus and of Buildings; the Committee on Buildings and Grounds; the Committee on Appropriations; and the Auditing Committee. The information revolution has brought with it the technology for easily collecting personal information about individuals, a facility that inherently threatens personal privacy. Colin J. Bennett here examines political responses to the data protection issue in four Western democracies, comparing legislation that the United States, Britain, West Germany, and Sweden forged from the late 1960's to the 1980's to protect citizens from unwanted computer dissemination of personal information. Drawing on an extensive body of interviews and documentary evidence, Bennett considers how the four countries, each with different cultural traditions and institutions, formulated fair information policy. He finds that their computer regulatory laws are based on strikingly similar statutory principles, but that enforcement of these principles varies considerably: the United States relies on citizen initiative and judicial enforcement; Britain uses a registration system; Germany has installed an ombudsman; and Sweden employs a licensing system. Tracing the impact of key social, political, and technological factors on the ways different political systems have controlled the collection and communication of information, Bennett also deepens our understanding of policymaking theory.
