Studienarbeit aus dem Jahr 2007 im Fachbereich Pädagogik - Der Lehrer / Pädagoge, Note: 1,0, Westfälische Wilhelms-Universität Münster, Sprache: Deutsch, Abstract: PISA, TIMMS und Co., Input-Orientierung, Globalisierung – bescheidene Ergebnisse in internationalen Vergleichsstudien, vage Formulierungen von Richtlinien und Verordnungen sowie Unkenntnis über die Wirksamkeit von Lehrerbildung haben dazu geführt, dass das Lehrerhandeln für Misserfolge hinsichtlich des deutschen Bildungssystems offenbar verstärkt ins Blickfeld gerät – und damit auch die Lehrer(aus)bildung. Seit einiger Zeit wird eifrig in Politik und Wissenschaft diskutiert, wie ein Paradigmenwechsel in der Lehrerbildung – der übrigens von allen Seiten gefordert wird – aussehen kann. Standards und deren Semantik werden „heute wie eine Zauberformel gebraucht [...], denen die Lösung aller Probleme zugetraut wird“, wie es Jürgen Oelkers süffisant formuliert. Hinzu kommt, dass schulisch vermittelte Kompetenzen als entscheidender Produktionsfaktor angesehen werden – für einen reibungslosen Übergang von der Industrie- über die Dienstleistungs- hin zur Wissensgesellschaft. Bildung hat deshalb den Status eines „Megathemas“ im 21. Jahrhundert erlangt. Die vorliegende Arbeit beschäftigt sich inhaltlich mit dem Thema „Standards für die Lehrerbildung“ – einem Element im Reformprozess der Lehrerbildung. Dabei soll der gegenwärtige Entwicklungsstand gemäß einer deskriptiven Vorgehensweise nachvollzogen werden. Im Dezember 2004 hat die KMK6 erste Standards für die Lehrerbildung im Bereich der „Bildungswissenschaften“ verabschiedet, die seit dem Ausbildungsjahr 2005/2006 verbindlich gelten. In einem weiteren Abschnitt sollen einige Stellungnahmen von Verbänden und Gremien hinzugezogen werden, mit deren Argumente ich die Standards inhaltlich und substanziell bewerten möchte. Am Ende sollen mögliche Entwicklungslinien sowie ein persönliches Fazit die Arbeit abrunden. Eines wird in der gesamten Diskussion deutlich: Standards leisten nur die Vorarbeit. Darauf aufbauende Evaluationen verfolgen in einem nächsten Schritt das eigentliche Ziel in der Debatte: die Lehrerbildung transparent zu machen und die in der Vergangenheit immer wieder geäußerten, teils polemischen Vorwürfe verschiedenster gesellschaftlicher Gruppen zu versachlichen. In der Arbeit möchte ich einzelne Standards exemplarisch aufführen und gegenüber bisher vermitteltem Wissen in den Ausbildungsphasen abgrenzen. Ziel soll nicht sein, die Standards für die Bildungswissenschaften Schritt für Schritt abzuarbeiten.

This book seeks to investigate how the pedagogic space of schools and classrooms has been defined by the UK government’s counter-terrorism ‘Prevent’ strategy, most notably through the requirement on teachers not to undermine ‘fundamental British values’ as part of the Teachers Professional Standards. The term ‘fundamental British values’ migrated from Prevent to the statutory framework that regulates teacher professionalism and has effectively securitized education practice. The Prevent strategy was conceived in response to the 7/7 bombings in London by so-called ‘home-grown’ Muslim terrorists. The need for teachers to promote British values is an attempt to forge a cohesive British identity among young citizens within a multiracial, multicultural and multilingual society. However, as the chapters in this book illustrate, the state project to harness education to engender belonging – or as some would argue, civic nationalism – whilst simultaneously undertaking surveillance of children and young people from the Muslim community for signs of radicalization, has led to the perception of a hierarchy of citizens or, conversely, ‘insider-outsider’ citizens. The imperative to promote, and not undermine, fundamental British values has, in some instances, transformed the safe space of the classroom where children and young people’s right to explore their perceptions of current affairs, citizenship and belonging has been curtailed for fear of surveillance by teachers who may interpret their utterances as either undermining British values or to be signs of radicalization. This book explores these dilemmas for teachers and the implications for their professionalism, and examines how racist nativism has pervaded society, educational policy and practice through the promotion of a Britishness perceived by many as a raced, classed and exclusionary discourse. This book was originally published as a special issue of the Journal of Education for Teaching.
