This book undertakes an in-depth examination of the dynamics of commitment in U.S.-Southeast Asia strategy. Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.

This book examines the South China Sea territorial disputes from the perspective of international order. The authors argue that both China and the US are attempting to impose their respective preferred orders to the region and that the observed disputes are due to the clash of two competing order-building projects. Ordering the maritime space is essential for these two countries to validate their national identities and to achieve ontological security. Because both are ontological security-seeking states, this imperative gives them little room for striking a grand bargain between them. The book focuses on how China and the US engage in practices and discourses that build, contest, and legitimise the two major ordering projects they promote in the region. It concludes that China must act in its legitimation strategy in accordance with contemporary publicly accepted norms and rules to create a legitimate maritime order, while the US should support ASEAN in devising a multilateral resolution of the disputes.

This book examines the role of China in driving and sustaining India’s post-Cold War engagement with Southeast Asia. In doing so, it provides a unique insight into the regional dimensions of the Sino-Indian relationship. India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship. Introducing a re-conceptualized comprehensive hedging framework, this book analyses the relations of the Association of Southeast Asian Nations (ASEAN), Malaysia, the Philippines, and Vietnam with China in the context of the Belt and Road Initiative (BRI) and the South China Sea dispute. The author argues that ASEAN and the three Southeast Asian governments pursue a hedging strategy towards the rising China. Hedging expands the strategic options of smaller powers which are in Neorealism often restricted to bandwagoning and balancing. A hedging strategy, however, can simultaneously contain both elements of bandwagoning (e.g., in economics) and balancing (e.g., in security affairs). Even though the four hedging strategies and their implementation vary, in principle they all seek closer economic relations with Beijing, while maintaining strong security relations with Washington. A major innovation of the new hedging concept is the inclusion of the perceptions of the hedger on the risks and opportunities stemming from the relations with the hedging target and of the strategic value of potential hedging partners. The comprehensive hedging concept and the important empirical findings will be of interest to researchers in the fields of International Relations, Security, Political Geography, Economics, History, and Asian Studies.
