Neglect of the relation between the socio-economic system and its natural environment has had detrimental consequences in the past, for example - the pollution of the natural environment (water, air and soil) by producing, using and consuming the products of our industrialized economy, - the forseeable exhaustion of natural resources by continuing the increase of industrial production. Most of the recent activities, both in research and in adminis tration, against these impacts have been technically oriented, with the aim of stimulating and introducing new technologies of produc tion and new products to diminish the environmental pollution. But these efforts, which are of course necessary, cannot be successful in approaching the aim - which should and must in the long-term view be defined as the development of society in balance with the natural environment. Therefore, in addition to an assess ment of technologies, emphasis should be put on an assessment of socio-economic systems. On di~~erent levels, individual and social preferences determine quantities and qualities of production and consumption using economical values, e.g., market prices as regula tors. Following this argumentation, an environment assessment of activities against pollution has especially to consider the social response to environmental impacts. Of course, this topic must be a subject of interdisciplinary research. The challenge concerned in this context is to increase the knowledge of the relationship between social, economic and tech nical subsets.

This book is especially valuable for its policy evaluation studies using both a theoretical model for policies carried out at national and regional levels and for gathering policy evaluation studies in diverse disciplines by empirical study. Policy analysis shown here employs theoretical models such as an international trade model, an optimal tariff, and spatial reorganization. In China’s case, studies focus on food policy and the effect of ecology and environment on migration policy. For Asia-Pacific cities, studies show performance rankings of “super cities” in the region. The book defines the frontier of policy evaluation following a middle path between theoretical study and empirical study with regard to evaluation. In addition, the book contributes to an understanding of the relationship between the goals and targets of sustainable development. Spatial Implications and Planning Criteria for High-speed Rail Cities and Regions evaluates the varied experiences that HSR systems have brought about to different station-cities and their regional territories around the world, with an eye towards better future planning and policy of such systems. This edited volume draws from examples of high-speed rail operations in different cities in Europe and Asia to depict the various impacts of this major transportation infrastructure. It attempts to distinguish the short- and long-term impacts described in the literature, classifying them into regional and inter-urban effects, urban effects, and wider economic impacts. Planning challenges appear at two major points: 1) during the initial planning stage that includes the route and location of stations; and 2) during the development process that follows. The case studies in the book concentrate on a variety of topics from the impact of high-speed rail on population growth in some station-cities, to the regional economic impacts that an HSR system can bring about to the larger territories it passes through, to the potential of station-cities to better attract firms, or to experience increases in tourism and commerce. They also assess planning strategies and experiences from station-cities to draw lessons for future HSR planning policies. In the aftermath of both ongoing globalisation (with both widening and deepening effects on countries, regions and cities) and structural changes resulting from the 2008 economic recession, regions and cities in our world are confronted with a different arena of players, performances and institutions. The challenges are formidable and numerous. Many regions and cities seem to resort to their indigenous strength, without much regard to other players in the field. This has enormous consequences for the competitive behaviour and profile of regional and urban actors but has at the same time deep impacts on the distribution of wealth, income and employment over and within countries, regions and cities. There is indeed much evidence that disparities among regions and in cities are increasing in this new force field. This special issue of REGION makes a solid scientific attempt (i) to map out the spatial consequences of recent transitions in growth trajectories of countries or regions, and (ii) to trace policy strategies and design effective policy information, to cope adequately with these new challenges. The present special issue does so by highlighting the new force field of regional and urban dynamics from three angles in the context of spatial quality and inequality. These will be briefly sketched below.

This book aims to assess the roles of entrepreneurship and social innovation for socio-cultural changes. It also evaluates farmers’ performance in disaster risk management at a community level toward sustainable regional development in a rural haor region of Bangladesh. To achieve the purpose of the research, both a qualitative method (Trajectory Equifinality Modeling, TEM) and a quantitative method (Structural Equation Modeling, SEM) are introduced, based on the results of case studies on local entrepreneurs, interview and focus group discussions with stakeholders, and questionnaire surveys of farm households. First, the results clarify that social capital is critically important both for male and female entrepreneurs in the haor region, and that education is more important to women for empowerment and technology adoption in the entrepreneurial ecosystem in the haor region of Bangladesh. In addition, it makes clear that the Common Interest Group approach plays a role for women’s empowerment in the target region. Furthermore, it identifies the multi-causal relationships among the factors affecting farm households’ performance in disaster risk management at the community level. This book helps readers to understand regional development through social and cultural transformation in a rural community where poverty and gender discrimination are path-dependent problems.
