Many who critique democracy as practiced in East Asia suggest that the Confucian political culture of these nations prevents democracy from being the robust participatory type, and limits it to a spectacle designed to create obedience from the public. Certainly some East Asian nations have had elections for decades, but democracy is far more than periodic elections. For democracy to be meaningful, a country needs an active public sphere, political tolerance, egalitarian beliefs, and vigorous political participation. The Asian-values debate focuses on whether the creation of this optimal version of democracy in East Asian nations will be hindered by their shared Confucian cultural heritage and at the center of this debate is whether there is an active political culture in East Asia that allows citizens to freely discuss, debate, and disagree about politics. With Japan as its focus, this book examines the role of social networks and political discussion in Japanese political culture and asks whether discursive participatory democracy is indeed possible in East Asia. In order to answer this queston the authors undertook the largest academic political survey ever conducted in Japan to give the book exceptional empirical credence. This data reveals how the Japanese people interact politically, concluding that through the powerful influence of social networks on Japanese political behaviour, Japan has a more globalized and less hierarchical society where Confucian culture is not dominant and where creation of a vibrant civil society is possible . Nowadays people, especially in the Western cultures, try to create a system of individuality and independence: children should be reared in a way that they are become independent very early and more generations families living in same house together are hardly to find. But of course there are still areas where networks play an important role. Looking in the internet, for instance, one can find an immense number of networks and communities. Although individuality is quite important, furthermore networks play a more and more important role in the business world, as researchers found out that economy is a compact netting of social networks. (Krupp 1996: 290) But Nevertheless, the role of social networks differs between the cultures. In Japan, for instance, business networks have existed for hundreds of years and play an essential role, while Western cultures have just started to discover their importance in business. As the Japanese economy is playing an increasingly important role as a leader and economic superpower in the world (second largest economy on the globe) (De Mente 2005: 140), one may assume that by copying the Japanese networks, one can also copy their success. By looking at these Japanese networks and analysing them, this essay will try to prove, that the Western cultures can learn and benefit from these networks. To make the origin of the Japanese networks understandable to the reader the second chapter is going to look at the main aspects of the Japanese society. The third chapter looks at the networks in Japan and their role in Japanese business, starting with the first form Zaibatsu, from its beginning until the Second World War.

Popular Democracy in Japan examines a puzzle in Japanese politics: Why do Japanese women turn out to vote at rates higher than men? On the basis of in-depth fieldwork in various parts of the country, Sherry L. Martin argues that the exclusion of women from a full range of opportunities in public life provokes many of them to seek alternative outlets for self-expression. They have options that include a wide variety of study, hobby, and lifelong learning groups—a feature of Japanese civic life that the Ministry of Education encourages. Women who participate in these alternative spaces for learning tend, Martin finds, to examine the political conditions that have pushed them there. Her research suggests that study group participation increases women’s confidence in using various types of political participation (including voting) to pressure political elites for a more inclusive form of democracy. Considerable overlap between the narratives that emerge from women’s groups and a survey of national public opinion identifies these groups as crucial sites for crafting and circulating public discourses about politics. Martin shows how the interplay between public opinion and institutional change has given rise to bottom-up changes in electoral politics that culminated in the 2009 Democratic Party of Japan victory in the House of Representatives election.

This book is an integrated examination of Japanese politics in the first two decades of the 21st century, as viewed from the perspective of "anxiety over governance." By empirically highlighting the social-environmental, political environmental, and sociocultural changes that have underlined the long-term political participation and voting behavior of Japanese citizens, the book provides deep insight into how modern democracies function and are perceived in post-industrial societies and reveals the specific processes by which Japanese politics have changed. Additionally, the book provides an analysis of the decline in social capital, the shrinking variety of political parties, and the intermingling of Asian values with liberal democratic values.
