The contributions to this volume were written by historians, legal historians and art historians, each using his or her own methods and sources, but all concentrating on topics from the broad subject of historical legal iconography. How have the concepts of law and justice been represented in (public) art from the Late Middle Ages onwards? At first, the religious influence was enormous, but starting with the Early Modern Era, new symbols and allegories began appearing. In the late 1960s and early 1970s, governments in North America and Western Europe faced a new transnational threat: militants who crossed borders with impunity to commit attacks. These violent actors cooperated in hijacking planes, taking hostages, and organizing assassinations, often in the name of national liberation movements from the decolonizing world. How did this form of political violence become what we know today as “international terrorism”—lacking in legitimacy and categorized first and foremost as a crime? To Deter and Punish examines why and how the United States and its Western European allies came to treat nonstate “terrorists” as a key threat to their security and interests. Drawing on a multinational array of sources, Silke Zoller traces Western state officials’ attempts to control the meaning of and responses to terrorism from the first Palestinian hijacking in 1968 to Ronald Reagan’s militarization of counterterrorism in the early 1980s. She details how Western states sought to criminalize border-crossing nonstate violence—and thus delegitimized offenders’ political aspirations. U.S. and European officials pressured states around the world to join agreements requiring them to create and enforce criminal laws against alleged individual terrorists. Zoller underscores how recently decolonized states countered that only a more equitable global system capable of addressing political grievances would end the violence. European Consumer Policy after Maastricht raises both `horizontal' and `vertical' issues of consumer policy in the European Community and associated countries. The work was prompted by three important `constitutional' events in Europe: the completion of the Internal Market on 31 December 1992, the adoption of the Maastricht Treaty on Political Union, and the conclusion of the Agreement on the European Economic Area (EEA). The `horizontal' papers in Part I are concerned both with analyzing the `acquis' of consumer policy in Europe and with new directions as well as obstacles. The keynote paper by Micklitz and Weatherill gives an overall analysis of the political and legal bases of consumer policy from both the Internal Market and the Political Union perspectives. It is followed by two papers on subsidiarity by Gibson and Dahl which take up and clarify a somewhat confusing and irritating discussion in the EC. Lothar Maier is concerned with the function and role of the Consumer's Consultative Council in the EC of which he is the President; Monique Goyens with the opportunities and especially the shortcomings of consumer interest lobbying in the EC by her association, BEUC. The papers by Schmitz, Micklitz, Wilhelmsson and Krämer raise controversial and still unresolved policy and legal issues which go beyond traditional consumer policy via directives, e.g. in commercial marketing, cross-border litigation, contract law matters and conflicts between consumer and conflicts between consumer and environmental policy. Part II is concerned with national perspectives. The individual country reports relate to the EC and EEA countries and to Switzerland. They document the diverse -- sometimes protective, sometimes disturbing -- impact of EC lawmaking on national legislation, court practice and enforcement. They demonstrate that law harmonization is a painstaking process towards the goal of creating a European legal area with common protective standards.

Pri monografiji je sodelovalo več kot dvajset priznanih raziskovalcev, večinoma iz Slovenije, nekaj pa tudi iz tujine. Izhodišče prispevkov je slovenski prostor in vplivi cesaričnih reform nanj. Te reforme so bile korenite, temeljite in dolgoročne, kar pomeni, da njihove učinke čutimo še danes, čeprav se tega morda ne zavedamo. Druga rdeča nit monografije pa je ohranjanje spomina na Marijo Terezijo na Slovenskem kot tudi v njenih nekdanjih deželah, ki so danes samostojne države (Avstrija, Madžarska, Hrvaška in Češka). Monografija je napisana pretežno v slovenskem jeziku, medtem ko so prispevki tujih avtorjev v tujem jeziku (nemško, angleško, italijansko in hrvaško) z daljšim slovenskim povzetkom.

This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.
