In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

As the United States devotes extensive resources to health care, evaluating how successfully the U.S. system delivers high-quality, high-value care in an equitable manner is essential. At the request of Congress, the Agency for Healthcare Research and Quality (AHRQ) annually produces the National Healthcare Quality Report (NHQR) and the National Healthcare Disparities Report (NHDR). The reports have revealed areas in which health care performance has improved over time, but they also have identified major shortcomings. After five years of producing the NHQR and NHDR, AHRQ asked the IOM for guidance on how to improve the next generation of reports. The IOM concludes that the NHQR and NHDR can be improved in ways that would make them more influential in promoting change in the health care system. In addition to being sources of data on past trends, the national healthcare reports can provide more detailed insights into current performance, establish the value of closing gaps in quality and equity, and project the time required to bridge those gaps at the current pace of improvement.

Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. This agenda is a significant international normative and policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes, and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. Implementation within and across states and international organizations - and within peace and security operations - has been slow despite significant transnational advocacy in support of the WPS agenda. The Oxford Handbook of Women, Peace, and Security brings together scholars, advocates, and policymakers to provide an overview of what we know concerning what works to promote women's participation in peace and security, what works to protect women and girls from sexual and gender-based violence and other human rights violations, and what works to prevent conflict drawing on women's experiences and knowledge of building peace from local to global levels. Just as importantly, it addresses the gaps in knowledge on and the future direction of scholarship on WPS. The handbook particularly aims to build on the findings from the 2015 Global Study of Resolution 1325, commissioned by the UN-Secretary General. The field of health literacy has evolved from one focused on individuals to one that recognizes that health literacy is multidimensional. While communicating in a health literate manner is important for everyone, it is particularly important when communicating with those with limited health literacy who also experience more serious medication errors, higher rates of hospitalization and use of the emergency room, poor health outcomes, and increased mortality. Over the past decade, research has shown that health literacy interventions can significantly impact various areas including health care costs, outcomes, and health disparities. To understand the extent to which health literacy has been shown to be effective at contributing to the Quadruple Aim of improving the health of communities, providing better care, providing affordable care, and improving the experience of the health care team, the National Academies of Sciences, Engineering, and Medicine convened a public workshop on building the case for health literacy. This publication summarizes the presentations and discussions from the workshop, and highlights important lessons about the role of health literacy in meeting the Quadruple Aim, case studies of organizations that have adopted health literacy, and discussions among the different stakeholders involved in making the case for health literacy.

At the time of its adoption in October 2000, United Nations Security Council resolution 1325 on Women, Peace and Security (WPS) was hailed as a turning point for women involved in conflicts, peacemaking, peacekeeping and post-conflict reconstruction. Resolution 1325 required all efforts aimed at resolving conflicts and building peace to be inclusive, gender-sensitive and transformative for women. In recent years, National Action Plans (NAPs) on WPS have become one of the most commonly used tools by states to channel, assess and monitor the implementation of resolution 1325 and other UN WPS resolutions. This book presents an edited version of the proceedings of the NATO Advanced Research Workshop (ARW) on ‘National Action Plans on Women, Peace and Security’, held in Dublin, Ireland, in May 2016. The workshop brought together representatives from various states, as well as academics, and members of civil society and international organizations, to discuss their experiences with NAPs and to critically reflect on the role of NAPs in supporting the implementation by states of the WPS framework. The aim of this book is to disseminate the key arguments, findings, and recommendations which emerged from the discussions held at the ARW. It includes a summary report which sets out key arguments and recommendations and offers a number of key papers from the ARW, with the intention of contributing to academic and policy debates concerning gender and armed conflict and, more particularly, the WPS framework.

Clinical research presents health care providers with information on the natural history and clinical presentations of disease as well as diagnostic and treatment options. In today's healthcare system, patients, physicians, clinicians and family caregivers often lack the sufficient scientific data and evidence they need to determine the best course of treatment for the patients' medical conditions. Initial National Priorities for Comparative Effectiveness Research(CER) is designed to fill this knowledge gap by assisting patients and healthcare providers across diverse settings in making more informed decisions. In this 2009 report, the Institute of Medicine's Committee on Comparative Effectiveness Research Prioritization establishes a working definition of CER, develops a priority list of research topics, and identifies the necessary requirements to support a robust and sustainable CER enterprise. As part of the 2009 American Recovery and Reinvestment Act, Congress appropriated $1.1 billion in federal support of CER, reflecting legislators' belief that better decisions about the use of health care could improve the public's health and reduce the cost of care. The Committee on Comparative Effectiveness Research Prioritization was successful in preparing a list 100 top priority CER topics and 10 recommendations for best practices in the field.
