This book begins with a discussion of the nature of command and control. It includes a distillation of the essence of command and control, providing definitions and identifying the enduring functions that must be performed in any military operation. Since there is no single approach to command and control that has yet to prove suitable for all purposes and situations, militaries throughout history have employed a variety of approaches to commanding and controlling their forces. A representative sample of the most successful of these approaches is reviewed and their implications are discussed. The authors then examine the nature of Industrial Age militaries, their inherent properties, and their inability to develop the level of interoperability and agility needed in the Information Age. The Industrial Age has had a profound effect on the nature and the conduct of warfare and on military organizations. A discussion of the characteristics of Industrial Age militaries and command and control is used to set the stage for an examination of their suitability for Information Age missions and environments. The nature of the changes associated with Information Age technologies and the desired characteristics of Information Age militaries, particularly the command and control capabilities needed to meet the full spectrum of mission challenges, are introduced and discussed in detail. Two interrelated force characteristics that transcend any mission are of particular importance in the Information Age: interoperability and agility. Each of these key topics is treated in a separate chapter. The basic concepts necessary to understand power to the edge are then introduced. Then the advantages of moving power from the center to the edge and achieving control indirectly, rather than directly, are discussed as they apply to both military organizations and the architectures and processes of the C4ISR systems that support them.

Electronic information networks offer extraordinary advantages to business, government, and individuals in terms of power, capacity, speed, accessibility, and cost. But these same capabilities present substantial privacy issues. With an unprecedented amount of data available in digital format--which is easier and less expensive to access, manipulate, and store--others know more about you than ever before. Consider this: data routinely collected about you includes your health, credit, marital, educational, and employment histories; the times and telephone numbers of every call you make and receive; the magazines you subscribe to and the books your borrow from the library; your cash withdrawals; your purchases by credit card or check; your electronic mail and telephone messages; where you go on the World Wide Web. The ramifications of such a readily accessible storehouse of information are astonishing. Governments have responded to these new challenges to personal privacy in a wide variety of ways. At one extreme, the European Union in 1995 enacted sweeping regulation to protect personal information; at the other extreme, privacy law in the United States and many other countries is fragmented, inconsistent, and offers little protection for privacy on the internet and other electronic networks. For all the passion that surrounds discussions about privacy, and the recent attention devoted to electronic privacy, surprisingly little consensus exists about what privacy means, what values are served--or compromised--by extending further legal protection to privacy, what values are affected by existing and proposed measures designed to protect privacy, and what principles should undergird a sensitive balancing of those values. In this book, Fred Cate addresses these critical issues in the context of computerized information. He provides an overview of the technologies that are provoking the current privacy debate and discusses the range of legal issues that these technologies raise. He examines the central elements that make up the definition of privacy and the values served, and liabilities incurred, by each of those components. Separate chapters address the regulation of privacy in Europe and the United States. The final chapter identifies four sets of principles for protecting information privacy. The principles recognize the significance of individual and collective nongovernmental action, the limited role for privacy laws and government enforcement of those laws, and the ultimate goal of establishing multinational principles for protecting information privacy. Modem industrial society functions with the expectation that electricity will be available when required. By law, electric utilities have the obligation to provide electricity to customers in a "safe and adequate" manner. In exchange for this obligation, utilities are granted a monopoly right to provide electricity to customers within well-defmed service territories. However, utilities are not unfettered in their monopoly power; public utility commissions regulate the relationship between a utility and its customers and limit profits to a "fair rate of return on invested capital. " From its inception through the late 1970s, the electric utility industry's opera tional paradigm was to continue marketing electricity to customers and to build power plants to meet customer needs. This growth was facilitated by a U. S. energy policy predicated upon the assumption that sustained electric growth was causally linked to social welfare (Lovins, 1977). The electric utility industry is now in transition from a vertically integrated monopoly to a more competitive market. Of the three primary components (generation, transmission, and distribution) of the traditional vertically integrated monopoly, generation is leading this transformation. The desired outcome is a more efficient market for the provision of electric service, ultimately resulting in lower costs to customers. This book focuses on impediments to this transformation. In partiCUlar, it argues that information control is a form of market power that inhibits the evolution of the market. The analysis is presented within the context of the transformation of the U. S.
