The Poland Knowledge Economy Assessment (KEA) aims to provide policy options for securing sustainable growth, and improving competitiveness, by creating an environment conducive to business development, and investment in general, as well as to knowledge generation and absorption via innovation, and learning, in particular, as well as by stimulating investment in innovation, and in learning systems. This KEA argues that efficient, and relevant lifelong learning systems, Information and Communication Technologies (ICT), institutions and funding mechanisms to support innovative research and development (R&D), are essential components of the National Innovation System (NIS). The foremost theme of this report is securing sustainable growth and competitiveness in Poland, by stimulating investment in R&D, and in appropriate learning systems, which have a key role in developing a country's absorptive capacity-the ability to identify, assimilate, and exploit knowledge from both domestic, and external sources. Therefore, policies that support the development of inter-firm linkages, and the capacity to absorb new knowledge that can be gained through such linkages, are crucial elements. As regards R&D and innovation, efforts need to be made to build institutions and provide financial incentives aiming to increase Polish R&D. Nevertheless, it should be stressed that an improvement in the business environment in Poland is a necessary condition for raising the R&D within firms. Most importantly, efforts need to be made to increase the quality, and relevance of the formal education system, ensure the provision of life long learning systems to the entire population, and improve the linkages between academia, the scientific, and business communities that assist the transfer of technology in other countries. It is proposed that the regulatory framework be updated to the European Union (EU) 2002 level, and that the capacity, and market credibility of the Office of Telecommunications and Post Regulation (the regulatory authority), be strengthened in order to sustain competition. When Poland and Ukraine introduced their political, social and economic system reforms at the beginning of the 1990s, both economies were at a similar level of economic development (GDP $9,500 per capita). However, in 2018, Ukrainian GDP per capita had remained at the same levels since 1991, while in Poland, it had increased significantly, to more than $27,000 per capita. This book assesses the reasons for the growing gap between the level of economic development in Ukraine and Poland. It examines the course of events and evaluates the effectiveness of the system transformations, both in the context of the economy, as a whole, and in individual regions (Polish ‘voivodeships’ (provinces) and Ukrainian ‘oblasts’). It also analyzes the consequences of the 2008–2009 Ukrainian-Russian gas conflict and 2013–2014 Euromaidan events for the Ukrainian economy. Additionally, the authors offer an insight into the migration movements, which have recently been observed in Poland and Ukraine. This is the first comprehensive, comparative analysis concerning the spatial diversification of economic development in these two countries, and the authors highlight the ways in which these reforms have proved effective in Poland and hardly effective in Ukraine. This analysis helps to identify the basic interrelations between the core macroeconomic variables at the regional level and the impact of political events from both a national and regional perspective. The book will appeal to academics, researchers and policy makers interested in the economic and political changes in these two countries, in a comparative setting and on national and regional levels, as well as those working on issues of EU integration.

Foreword A famous Portuguese Poet once said around one hundred years ago; “before I was born all the words that should save the Humanity had already been written.., the only thing that was missing was to save Humanity.” Fast forward to the 21st century services led and knowledge based economy, and we have myriads of theoretical study about the decisive assets – namely intangibles. Those analysis are made in several perspectives, namely Human Resources, Knowledge Management, Intellectual Capital, and also many sectorial perspectiveslike Trade, Economics, Logistics, Social Policy etc. However, today the question about the applicability of all these studies remains unsolved. So, it like, many of the words that will save the Knowledge Economy have already been written, all we need is to save the Knowledge Economy…Or is it not? The idea behind TAKE Conference was to provide a multidisciplinary forum in which those multiple perspectives will come together. We believe it is a fruitful operation and we intend to continue the exercise in the future. The problem of the relation between theory and practice in the knowledge economy is getting more important and not lessimportant with the development of the BRICS and other nations. TAKE main question will be one of the problems of the 21st century. Following the promising start of TAKE 2016 in Aveiro, Portugal, TAKE 2017 was organized by the Faculty of Economics of Zagreb University, around Prof. Blazenka Knezevic.
