he Parliamentary Assembly of the Council of Europe publishes a volume of adopted texts for each of its four part-sessions and Standing Committee meetings. The Assembly, or the Standing Committee on its behalf, can adopt three different types of texts: opinions, recommendations and resolutions. Opinions are mostly expressed by the Assembly on questions put to it by the Committee of Ministers, such as the admission of new member states to the Council of Europe, but also on draft conventions, or the budget. Recommendations contain proposals addressed to the Committee of Ministers, the implementation of which is within the competence of governments. Resolutions embody decisions by the Assembly on questions which it is empowered to put into effect or expressions of views for which it alone is responsible. They can also be addressed to national parliaments.

The international community has long grappled with the issue of safeguarding the environment and encouraging sustainable development, often with little result. The 1992 Rio Declaration on Environment and Development was an emphatic attempt to address this issue, setting down 27 key principles for the international community to follow. Migration has become a top priority for politicians and policy makers around the world, but most writing on the topic covers only half the issue, wrongly assuming that migration policy equals immigration policy where, in reality, the majority of states care more deeply about emigration and the transnational involvements of emigrants and their descendants in the diaspora. Liberal democratic states have long considered emigration controls off-limits, for fear that they violate individual freedom of exit at the same time as interfering in the domestic affairs of other states. But these norms are changing fast: in the past 25 years, more than half of all United Nations member states have established some form of government department devoted to their people living0in other countries. What explains the rise of these 'diaspora institutions', and how does it relate to the political geographies of decolonisation, regional integration, and global governance since World War II? 0This book addresses these questions, based on quantitative data covering all UN members from 1936-2015, and fieldwork with high-level policy makers across 60 states. Examining the impact that the hydrocarbon discoveries have had on the application of the law of the sea rules by the East Med states, the book looks at the new trends concerning the implementation of the law of the sea in the region. The book analyses regional state practice in terms of maritime delimitation, namely the conclusion of bilateral agreements based on the law of the sea rules, both conventional and customary, reflecting the East Med states’ willingness to cooperate in order to reap the benefits of the energy windfall. Alongside this analysis, an outline of the hydrocarbon discoveries and the pertinent maritime activities is given, as well as further coverage of the overlapping maritime claims and disputes between Greece, Cyprus and Turkey on one side, and Lebanon and Israel on the other. Moreover, the book examines the validity of maritime claims made by or through non-state entities in the region, namely the State of Palestine, the UK Sovereign Base Areas and the so-called ‘Turkish Republic of Northern Cyprus’ and their potential impact on the delimitation agreements already in place. Today, India’s education sector remains a victim of poor policies, restrictive regulations and orthodoxy. Despite being enrolled in schools, children are not learning adequately. Increasingly, parents are seeking alternatives through private inputs in school and tuition. Students are dropping out from secondary school in spite of high financial returns of secondary education, and those who do complete it have inferior conceptual knowledge. Higher education is over-regulated and under-governed, keeping away serious private providers and reputed global institutes. Graduates from high schools, colleges and universities are not readily employable, and few are willing to pay for skill development. Ironically, the Right to Education Act, if strictly enforced, will result in closure of thousands of non-state schools, and millions of poor children will be left without access to education.
